MINUTES OF THE PUBLIC
MEETING FOR THE PLANNED RESIDENTIAL
DEVELOPMENT AT THE LAKESITE MARINA AREA
AUGUST 12, 2008
Mayor Mullin brought the meeting to order at 7:00 p.m. Officials attending were Mayor Mullin, Vice Mayor Wilkerson, Commissioner Burkett, Commissioner McPherson, Commissioner Neighbors, City Manager Edwards, City Attorney Elliott, Building Official Curt Blair and Yuen Lee, RPA. Mayor Mullin introduced Jerry Oliver, David Shipley, David Copp, Jerry Oliver, Jr. and Dotty Oliver with Jaggers Bay Development.
Jerry Oliver presented a proposed PRD plan for the former 60 plus acre Lakesite Marina area. The area along the slough is proposed to have vacation cottages. Patio homes are planned for the area where the present apartments are. An RV park is also planned. Sewers will be brought up Hixson Pike at an estimated cost of a quarter million dollars for the pump station alone. The sewers will be designed to handle the load.
There will be five phases. The first phase will be to tear down the present store and A- frame home to make parking for the boat slips. Dry storage and boat slips will be built. Phase two will be development of the cottages which will be summer homes-renting by the day, month, etc. Homes will be for sale but the land is owned by Jaggers Bay Development. The RV park will also be developed. Phase three will be finishing the cottage area. Phases four and five will be demolition of the apartments and building patio homes to be sold in a gated community.
Questions were asked from those attending. Reid Andrews: concerns for safety with transient nature of rental units and an RV park, wondering if it would be used for long terms and become a trailer park. Are the RV park lots large enough for high-end Rvs? Will the duration of RV rental periods be controlled? Gail Herport: can the homes be sold by owners? George Rockerfeller: will the present exit from the subdivision to Hixson Pike by the marina be available. That section is public road having been obtained from Mr. McConkey for Lakesite residents to exit. The road may be moved but will be public.
Mr. Oliver said they will expand the boat ramp for possible bass tournaments and could provide guide services. Also the proposed amphitheater could be used for the tournaments. He said the first step is to get the zoning changes from Lakesite and the RPA , then a TVA hearing will be held.
Mr. Oliver said patio homes would run about $225,000 and up and cottages $175,00 and up. Cottages can be purchased and leased out by the owner. There are three or four models of cottages available with a resort feeling.
Janice Booker: will the old Marina Drive (between Bayview Road and Dockside Drive) be available for residents who use it to get to their driveways and will it be paved? It would most likely be improved to reach cottages in Phase 3. Charles Herport: will the entrance to the patio homes be where the present entrance to the apartments are? It will be with an exit also out the present Geneva Trail Road. The hill will be removed also. George Rockefeller: will the city receive taxes on the homes? Mayor Mullin said the patio homes would be taxable, but further review was necessary regarding the cottages.
Mr. Oliver said after sewers are in, the commercial area will be marketed for development. Commissioner McPherson said that area is already zoned commercial. Their community area park will be private as well as the boat ramp because of limited parking for the public. The marketing of the cottages was tested and they had a good response. The developers wanted diversity with a RV park, cottages and homes.
Mayor Mullin said the area had been neglected. He said the plans have changed several times. The TVA deed states the slough area cannot be subdivided and sold off. It was asked if the residents had a vote on the development because it could cause more traffic congestion on streets. It was asked if a wall or fence would be erected at the gated community. Yuen Lee, RPA, said a buffer zone of 15 feet and landscaping requirements are stated in the PRD zoning.
Dividing Ridge Cemetery residents said they liked their privacy and were told no traffic would be routed onto Dividing Ridge Cemetery Road.
Lakesite restrictions are for a 15,000 square foot lot and the lots will be much smaller Mayor Mullin said. Mayor Mullin said boat slips from Harbor Lights are encroaching into the slough. TVA is aware of this. Slip and docks can extend one-third from each side leaving one-third in the center for boat traffic. Ms. Rockefeller said the lake and slough will be busy. Vice Mayor Wilkerson asked about the existing home near the marina. It may be used as a restaurant.
Yuen Lee said the PRD zoning requires a common use area as the homes are high density and that the area must be usable (no hills, marshes, etc.). She said the developers must first go to the RPA with a concept, get policy guidelines and an application. City staff members may attend this meeting. The plans will be reviewed and presented to the Planning Committee, which makes recommendations. This is sent to the City and may contain conditions and then the City can approve or not. The area to be subdivided must go through subdivision rules and any changes will be attached. A yellow notice will be posted in the area for a zoning meeting.
Mr. Oliver estimates completion in five years. Charles Herport asked if residents will be informed of further developments; Mayor Mullin said the plans are to communicate. The meeting was over at 8:20 p.m.
Copies of the preliminary concept drawings were left for review by City staff and residents. Copies of the cottage concept drawing were not left.
