MINUTES OF THE REGULAR STATED


MEETING OF THE


LAKESITE CITY COMMISSION


SEPTEMBER 18, 2007






Mayor Mullin called the meeting to order at 7:10 p.m. Vice Mayor Wilkerson gave the Invocation and led the Pledge of Allegiance. Roll was called with Mayor Mullin, Vice Mayor Wilkerson, Commissioner Burkett, Commissioner McPherson, City Manager Edwards, and City Attorney Elliott present. Commissioner Allis was absent. Commissioner McPherson made a motion to accept the minutes of the August 21, 2007 Regular Meeting and the Agenda Workshop Meeting. Commissioner Burkett seconded the motion. All Commissioners voted aye and motion carried.


State Representative Jim Cobb briefed the Commissioners and residents on some bills which had come before the legislature-the smoking ban, cigarette tax, Basic Education Program formula, and the budget. Items coming up are a toll bridge across the river from this area, lottery funds for K-12, uninsured motorists, and illegal immigrants-especially concerning drivers certificates. Mayor Mullin asked Representative Cobb if any monies were available for a building for the fire fighting boat the Dallas Bay Volunteer Fire and Rescue Department received from Homeland Security, to keep them in mind.


Ms. Janice Atkinson, Hamilton County Sheriffs Department, gave a report for August and reported that the saturation of officers for traffic offenders should be soon. Chief Al Rosamond, Dallas Bay Volunteer Fire Department, reported 15 calls to the City in August, one of them being a house fire.


Leroy Beasley asked about the progress at the marina. Mayor Mullin said the PUD development plan submittal to the Regional Planning Agency had been postponed.


Don Johnson thanked the City for the speed humps on Lakesite Drive where several cars had come into his yard previously.


Roy Rateliff, Hunts Heights Drive, said they had trapped, spayed and neutered and released seven feral cats.


City Managed Edwards reported getting comparisons from other municipalities for staff holidays. He recommended nine days and will change the personnel policy as there were no objections.


Commissioner McPherson, Budget and Finance, said the City is still in good shape financially.


Vice Mayor Wilkerson made a motion to pass Ordinance 177, amending Title 10, Chapter 1 of the Lakesite Municipal Code by enhancing the enforcement provisions for cats and providing a provision for spaying and neutering of impounded dogs and cats. Commissioner McPherson seconded the motion. Roll call vote: All Commissioners voted aye and Ordinance 177 passed on first reading.


Vice Mayor Wilkerson made a motion to adjourn. Commissioner Burkett seconded the motion. Mayor Mullin adjourned the meeting at 7:50 p.m.
