MINUTES OF THE REGULAR STATED
MEETING OF THE
LAKESITE CITY COMMISSION
SEPTEMBER 15, 2009
Mayor Mullin called the meeting to order at 7:10 p.m. Vice Mayor Wilkerson gave the Invocation. Commissioner McPherson led the Pledge of Allegiance. Roll was called with Mayor Mullin, Vice Mayor Wilkerson, Commissioner Burkett, Commissioner Howell, Commissioner McPherson, City Manager Edwards and City Attorney Elliott present. Commissioner McPherson made a motion to approve the minutes of the Agenda Workshop Meeting and the Regular Meeting, both held on August 18, 2009. Commissioner Burkett seconded the motion. All Commissioners voted aye and motion carried.
Janice Atkinson, Hamilton County Sheriffs Department, reported for the month of August 2009 the following: 29 traffic citations, 87 traffic warnings, 5 watches, 7 park and walk, and 13 arrests (traffic 10, prowling l, domestic 1, assault 1), 2 burglaries, 17 burglar alarms, 7 traffic accidents, 3 thefts and a total of 370 calls for service.
Lt. Jack Brellenthin, Dallas Bay Fire Department, reported the following calls for August 2009: 1 building fire, 1 dumpster fire, 12 rescue (EMS) calls, 1 vehicle accident with injuries, 1 hazardous condition call, 1 public assistance, and 7 alarm malfunctions for a total of 24 calls.
Janet Dobson suggested promoting our business district by including them in our phone directory and by giving a plant or similar type gift to new businesses to welcome them. The City could also advertize their open house or grand opening on our web page. She also suggested an indoor pool for swim lessons, aerobics (seniors especially), parties and meets. She said the YMCA could manage it.
City Manager Edwards said the school zone along Hixson Pike has been widened to slow cars sooner as they approach the area. Also four new street lights have been added to Daisy Dallas Road as well as centerline and edge striping. He reported that an agreement was made with a tree cutting company for emergency jobs during storms or to open a road after a tree falls if we cannot get Marty Beach.
Commissioner Burkett, Public Works, reported work will begin in a few weeks on projects for preventative road maintenance.
Commissioner Howell, Parks & Recreation, said that the City had received a bid for a restroom in the park. The bid was $14.600 which was within the budgeted amount. Commissioner Howell made a motion to accept the bid from Croxall Construction Company. Commissioner Burkett seconded the motion. All Commissioners voted aye and motion carried.
Vice Mayor Wilkerson, Public Safety, said EPB (Electric Power Board) will be in the area doing right-of-way surveys to clear under lines. They will have ID’s and begin work in 6-8 weeks.
Under Old Business was the second and final reading and public hearing for Ordinance 192. The caption of Ordinance 192 was read as follows: An Ordinance of the City of Lakesite, Tennessee, to provide for the general revenue thereof for the fiscal year 2009-2010 to be known as the general revenue for said year. Commissioner McPherson, Budget & Finance, explained because of property reappraisal and to keep revenue neutral, the tax rate for 2009-2010 will be $0.24 per $100 valuation and is the lowest in Hamilton County. Vice Mayor Wilkerson said that the City provides good services for such a low tax rate. There were no comments during the public hearing. Commissioner McPherson made a motion to approve Ordinance 192. Commissioner Howell seconded the motion. Roll call vote: all Commissioners voted aye and Ordinance 192 passed on second and final reading.
Representative Jim Cobb addressed the meeting explaining projects acted on during the recent session and also that he is still working on getting the toll bridge across the river. He said that Memphis seems to have a lead on the funds for bridges and that he is not getting much feedback from elected officials. Mayor Mullin asked Rep. Cobb to keep Lakesite in mind as we apply for a street-scape (pedestrian enhancement) grant for our commercial area. He said he would do so and speak to Bo Watson also.
Vice Mayor Wilkerson made a motion to adjourn. Commissioner Howell seconded the motion. Mayor Mullin adjourned the meeting at 7:50 p.m.
