MINUTES OF THE REGULAR STATED
MEETING OF THE
LAKESITE CITY COMMISSION
NOVEMBER 20, 2007
Mayor Mullin called the meeting to order at 7:10 p.m. Vice Mayor Wilkerson gave the Invocation. Commissioner Allis led the Pledge of Allegiance. Roll was called with Mayor Mullin, Vice Mayor Wilkerson, Commissioner Allis, Commissioner Burkett, City Manager Edwards and City Attorney Elliott present. Commissioner McPherson was absent. Vice Mayor Wilkerson made a motion to accept the minutes of the Regular Meeting held on October 16, 2007 and the Agenda Workshop Meeting held on October 16, 2007. Commissioner Allis seconded the motion. All Commissioners voted aye and motion carried.
Among the visitors to the meeting were a troop of Boy Scouts from Burks Church to observe the meeting for a merit badge.
Ms. Janice Atkinson, Sheriffs Department, gave the report for October citing 76 traffic violations, 19 car break ins and one commercial burglary; arrests were made.
Assistant Chief Kevin Shadwick, Dallas Bay Volunteer Fire Department, reported 12 calls to the City in October. He thanked the City for contributing the donations for all residents and commercial businesses. He said the money helped with purchases, one of which was recently obtained, a new foam pump truck which he had driven to City Hall for residents to see.
Jeff Eblen expressed thanks for work on the new animal ordinance. Mayor Mullin said the City may get involved with the Feral Cat Program, but volunteers are needed.
City Manager Edwards said he had given the Commissioners financial reports to date and that the City is in good shape.
Commissioner Allis, Parks & Recreation, said Little Chickey had been cleaned and the ground compacted and will be checked to see if the leak had been sealed.
Vice Mayor Wilkerson, Public Safety, reported that this is the prime time for burglaries and for residents to use the Sheriffs Department house watch program if they will be gone and to be sure to lock cars and not leave valuables visible inside. He also said the number of traffic citations indicated more patrols for speeders and other violators.
Ordinance 149, Amending the Municipal Code, Title 14, Zoning and Land Use Control, adding Chapter 5, Advertising Signs, Administration and Enforcement, providing for a comprehensive set of rules, regulations and requirements with respect to signs and for the enforcement thereof. During discussion Vice Mayor Wilkerson said changes had been made over the years to coordinate and standardize signs, zoning, land use, and beautification in the commercial area. The intent was to regulate billboards. (1) A moratorium on billboards was passed in 1999. (2)Attorneys worked on a Sign Ordinance and passed on first reading in 2004. (3) Meetings were held with the business community concerning signs. (4)TVA’s Consumer Connection Program held meetings concerning retail development in 2005 and 2006. (5) A Land Use Plan was developed and public meetings held in 2006 and 2007/ (6) Land Use and Zoning Ordinance were conformed with public meetings held.
Therefore, Vice Mayor Wilkerson made a motion to adopt Ordinance 149 under emergency provisions to become immediately effective. Commissioner Burkett said in 2005, a meeting was held with business owners and Commissioners had received their concerns. The business community, for the most part, aligned with the spirit of the Ordinance and were cooperative. There were no comments during the public hearing. Commissioner Allis seconded the motion. During roll call vote all Commissioners voted aye and motion carried. Ordinance 149 passed on second and final reading under emergency provisions making it effective immediately.
Commissioner Burkett made a motion to pass Resolution 76, a Resolution of the City Commission to implement programs to ensure equal opportunity in all persons regardless of race, color, religion, sex, national origin, familial status, or disability (Fair Housing Resolution). This Resolution will enable the City to qualify for grants. Vice Mayor Wilkerson seconded the motion. All Commissioners voted aye and Resolution 76 passed.
Vice Mayor Wilkerson made a motion to pass Resolution 77, A Resolution to designate the Lakesite Codes Officer as the Codes Enforcement Official. Commissioner Allis seconded the motion. All Commissioners voted aye and Resolution 77 passed.
Vice Mayor Wilkerson made a motion to have no meeting in December. Commissioner Burkett seconded the motion. All Commissioners voted aye and motion carried. The next meeting will be in January 2008.
Commissioner Allis announced his resignation as of the end of November 2007 as he will be moving out of the City. Mayor Mullin and Commissioner Burkett praised Commissioner Allis for his energy, passion, service, and hard work as Commissioner.
Commissioner Burkett made a motion to adjourn. Vice Mayor Wilkerson seconded the motion. Mayor Mullin adjourned the meeting at 7:45 p.m.
