MINUTES OF THE REGULAR STATED
MEETING OF THE
LAKESITE CITY COMMISSION
MARCH 16, 2010
Mayor Mullin called the meeting to order at 7:10 p.m. Vice Mayor Wilkerson gave the Invocation. Commissioner McPherson led the Pledge of Allegiance. Roll was called with Mayor Mullin, Vice Mayor Wilkerson, Commissioner Burkett, Commissioner Howell, Commissioner McPherson, City Manager Edwards and City Attorney Elliott were present. Commissioner McPherson made a motion to accept the minutes of the Agenda Workshop Meeting and the Regular Meeting, both held on February 16, 2010. Commissioner Howell seconded the motion. All Commissioners voted aye and motion carried.
Janice Atkinson, Hamilton County Sheriffs Department, gave the report for February: 20 watches, 15 park and walks, 8 burglar alarms, 2 burglaries, 40 traffic citations, 30 traffic warnings, and 3 traffic crashes with a total of 295 calls for service. She said citations were given for handicapped parking violations in early February. They have leads on burglaries. Ms. Atkinson explained watches are checks done on residences twice on each shift and park and walks are checks done on businesses.
Lt. Brellenthin, Dallas Bay Fire Department, reported for February: 16 EMS/rescue calls, 1 watercraft rescue, 1 power line down, 1 public service assistance, 4 smoke detector malfunctions, 3 alarm malfunctions for a total of 26 calls. Mayor Mullin said the City pays all residential and business donations.
Dan Scannell asked about financial trends. City Manager Edwards said the City’s revenues are made up of less than 15% property tax and about 65% sales tax. He had concerns about the TVA park and was told money was in reserve. The estimated cost for maintenance per year was $35,000 for the 48 acres (all of which will not be developed). There will be no commercial income from the park. The park’s goals will be for health and fitness, economic development in the business area and for educational use.
Commissioner Burkett made a motion to request approval to enter into an agreement with Thompson Engineering for consultation work for pavement maintenance. Ric Gibbs is with the company and previously had worked with the City doing this type of work. Commissioner Howell seconded the motion. The motion was amended to spend up to $5,000 in a 12 month period for survey and development plans. Commissioner McPherson seconded this motion. All Commissioners vote aye and motion carried.
Commissioner Burkett made a motion to have City Manager Edwards sign a three year contract with Robert Smith, Inc. for paving work with three one-year renewable increases. Commissioner McPherson seconded the motion. All Commissioners voted aye and motion carried.
Commissioner McPherson made a motion to approve up to $10, 304 for crack seal work on 4.9 miles of road. Vice Mayor Wilkerson seconded the motion. All Commissioners voted aye and motion carried.
Commissioner McPherson announced that there will be a budget workshop on Tuesday, March 30, 2010 at 5:00 at the City Hall to prepare for the next fiscal year budget.
Commissioner Howell said the YMCA had shown some interest in a summer day camp in the area and he will talk with them.
Vice Mayor Wilkerson said there was an increase in crime lately and to watch for strangers and anything unusual.
Mayor Mullin said a packet with the new phone directory, a newsletter, information on the clean-up campaign and other information will be mailed out soon.
Commissioner Burkett made a motion to pass Ordinance 193, the caption of which was read as follows: An ordinance of the City of Lakesite, Tennessee, granting a franchise to the Electric Power Board of Chattanooga, an independent board of the City of Chattanooga, Tennessee, to construct, operate, and maintain a cable system in the City of Lakesite, Tennessee for the purpose of providing cable service; setting forth conditions accompanying the grant of the franchise; providing for regulation and use of the system and the public rights-of-way in conjunction with the City’s right-of-way ordinance, if any; and prescribing penalties for the violations of the provisions herein. EPB estimates service by the end of summer and door hangers will be given residents when service is available. The EPB contract is identical to the Comcast contract. There were no further comments during the public hearing. Vice Mayor Wilkerson seconded the motion. During roll call vote all Commissioners voted aye and Ordinance 193 passed on second and final reading.
Vice Mayor Wilkerson made a motion to adjourn. Commissioner Howell seconded the motion. Mayor Mullin adjourned the meeting at 8:10 p.m.
