MINUTES OF THE REGULAR STATED

MEETING OF THE

LAKESITE CITY COMMISSION

JUNE 19, 2007






Mayor Mullin called the meeting or order at 7:05 p.m. Vice Mayor Wilkerson gave the Invocation and led the Pledge of Allegiance. Roll was called with Mayor Mullin, Vice Mayor Wilkerson, Commissioner Burkett, Commissioner McPherson and City Manager Edwards present. Commissioner Allis and City Attorney Elliott were absent. Commissioner Burkett made a motion to accept the minutes of the Agenda Meeting of May 15, 2007 and the Regular Meeting of May 15, 2007. Vice Mayor Wilkerson seconded the motion. All Commissioners voted aye the minutes of both meetings were approved.


Ron Rice, Hamilton County Sheriffs Department, reported that, because of speeding complaints, there will be a concentration of 6-8 cars in three areas of the City for 4-5 hours on 2 or 3 days and tickets will be given without a warning. Leroy Beasley said Chimney Hills needs patrols because of speeders. Dan Brown said Hale Road also had many speeders. Jeff Eblen, Glengerrie Drive, reported that his street had problems also.


Kevin Shadwick, Dallas Bay Volunteer Fire Deparatment, gave a report of eight calls to Lakesite in May. Jeff Eblen commented about the fast response time of the Fire Department and EMS.


Leroy Beasley asked about progress on the marina project. Mayor Mullin said it would probably be several months before improvements begin. Mr. Beasley also asked about the old BiLo building. Mayor Mullin explained that storage units were being developed and should have a nice appearance.


City Manager Edwards said the Humane Educational Society has raised their rates from about $6700 to $9077 but that the city has no alternative. Commissioner McPherson made a motion to have the City Manager sign the contract with the Humane Society for another year. Commissioner Burkett seconded the motion. All Commissioners voted aye and motion carried.


City Manager Edwards said that Trinette Ballard and Chad Reese, UTC students, have provided intern service for the past year concerning business development. The policy which UTC had to help support the cost was terminated so the City must pay for tuition of the intern now. The cost was about $14,000 and now will be about $20,000 for a year. He asked for authorization to start recruiting an intern. Vice Mayor Wilkerson moved to authorize City Manager Edwards to start recruiting for an intern. Commissioner McPherson seconded the motion. All Commissioners voted aye and motion carried.


Commissioner Burkett, Public Works, said road patching was in progress. Identification of projects for the next fiscal year will be done so that the roads last longer and are in better shape.


Vice Mayor Wilkerson, Public Safety, said he is pleased with the service and relationship we have with the new Sheriff and the Department.


Vice Mayor Wilkerson made a motion to pass Ordinance 173, amending the Municipal Code Title 8 (Alcoholic Beverages) Section 108 (Fees) to increase the inspection fee. Commissioner Burkett seconded the motion. There was a public hearing and roll call vote. All Commissioners voted aye and Ordinance 173 passed on second and final reading.


Commissioner McPherson made a motion to pass Ordinance 174, amending the budget for the fiscal year 2006-2007. Commissioner Burkett seconded the motion. There was a public hearing and roll call vote. All Commissioners voted aye and Ordinance 174 passed on second and final reading.


Commissioner Burkett made a motion to pass Ordinance 175, making and fixing the annual appropriation of the several departments of the City for the fiscal year 2007-2008 and adopting the City budget by reference. Commissioner McPherson seconded the motion. There was a public hearing and roll call vote. All Commissioners voted aye and Ordinance 175 passed on second and final reading.


Commissioner McPherson made a motion to pass Ordinance 176, providing for the general revenue for the fiscal year 2007-2008 (setting the tax rate at $0.29 per $100 valuation). Vice Mayor Wilkerson seconded the motion. There was a public hearing and roll call vote. All Commissioners voted aye and Ordinance 176 passed on second and final reading.


Commissioner McPherson said the business district helps with City revenue to keep taxes low. The rate has not changed in many years.


Sue Donilon asked about liquor by the drink and was told it must be put on the general election ballot in November 2008 after petitions are signed and turned in to the Election Commission.


Vice Mayor Wilkerson explained that the storage units at the old BiLo site are being developed as our zoning ordinance did not prohibit them. Vice Mayor Wilkerson made a motion to place a moratorium on the construction of new storage facilities or the conversion of existing buildings to storage facilities. Commissioner Burkett seconded the motion. All Commissioners voted aye and motion carried.


Yuen Lee, RPA, has been asked to adapt our zoning to the new Land Use Plan.


Jeff Eblen said Glengerrie Drive has a cat problem. The City will check with other cities to see if they have any solutions.


Commissioner Burkett moved to adjourn. Mayor Mullin adjourned the meeting at 8:30 p.m.
