MINUTES OF THE REGULAR STATED
MEETING OF THE
LAKESITE CITY COMMISSION
JUNE 15, 2010
Mayor Mullin called the meeting to order at 7:05 p.m. Vice Mayor Wilkerson gave the Invocation. Commissioner McPherson led the Pledge of Allegiance. Roll was called with Mayor Mullin, Vice Mayor Wilkerson, Commissioner Howell, Commissioner McPherson, City Manager Edwards and City Attorney Elliott present. Commissioner Burkett was absent. Commissioner McPherson made a motion to accept the minutes of the Regular Meeting and the Agenda Workshop Meeting, both held on May 18, 2010. Vice Mayor Wilkerson seconded the motion. All Commissioners voted aye and motion carried.
Janice Atkinson, Hamilton County Sheriffs Department, reported the following for May 2010: citations 18, warnings 45, burglar alarms 6, traffic crashes 3, watches 5, park and walks 3, and theft from vehicle 1.
Lt. Jack Brellenthin, Dallas Bay Volunteer Fire Department, said they were called to several fires the past few weeks. He also reported that two grant applications had been submitted. He reported the following for the month of May: trash fires 3, rescue/EMS 23, vehicle accidents with injuries 4, extrication/rescue 1, and alarm malfunction 1, for a total of 32 calls.
Joan Kirby said two brown dogs were in the pond chasing the duck. The Humane Society will be told to watch for them. She also said a car was parking down the roadway to the pond at night. The Sheriffs Department was asked to patrol there.
Mayor Mullin said cars were not stopping at the pool stop sign and at the Rocky Point Road stop sign where children may be crossing the road. Commissioner McPherson said cars do not stop at the Collins Lane/Dividing Ridge Road intersection also. Vice Mayor Wilkerson will communicate this to the Sheriffs Department.
City Manager Edwards said the budget had a surplus this year.
Commissioner Howell made a motion to pass Ordinance 195, the caption of which was read as follows: An ordinance amending the City of Lakesite Zoning Ordinance, Chapter 4, Section 408, C-1 Commercial Zone to expand the principal use section and include retail sales and service establishments and hotel/motel as permitted use by special exceptions by the Commission. Commissioner McPherson seconded the motion. There were no comments during the public hearing. During roll call vote all Commissioners voted aye and Ordinance 195 passed on second and final reading.
Vice Mayor Wilkerson made a motion to pass Ordinance 196, the caption of which was read as follows: An ordinance of the City of Lakesite, Tennessee, making and fixing the annual appropriation of the several departments of the City for the fiscal year beginning July 1, 2010 and ending June 30, 2011 and adopting the City budget by reference. Commissioner Howell seconded the motion. There were no comments during the public hearing. During roll call vote all Commissioners voted aye and Ordinance 196 passed on second and final reading.
Vice Mayor Wilkerson made a motion to pass Ordinance 197, the caption of which was read as follows: An ordinance of the City of Lakesite, Tennessee, to provide for the general revenue thereof for the fiscal year 2010-2011 to be known as the General Revenue for said year. Commissioner McPherson seconded the motion and said there would not be a tax increase and the tax rate would remain at $0.24 per $100 valuation . There were no comments during the public hearing and after roll call vote all Commissioners voted aye and Ordinance 197 passed on second and final reading. Vice Mayor Wilkerson said the Staff and Commissioners have done a good job with the budget.
Vice Mayor Wilkerson said, concerning Resolution 90, that it was important to have all the Commissioners present to vote on it and made a motion to postpone the disposition of Resolution 90 until the July meeting. Commissioner Howell seconded the motion. All Commissioners voted aye and motion carried.
Vice Mayor Wilkerson made a motion to adjourn. Commissioner Howell seconded the motion. Mayor Mullin adjourned the meeting at 7:35 p.m.
