MINUTES OF THE REGULAR STATED

MEETING OF THE

LAKESITE CITY COMMISSION

JULY 17, 2007




Vice Mayor Wilkerson called the meeting to order at 7:05 p.m. Vice Mayor Wilkerson gave the Invocation. Commissioner Allis led the Pledge of Allegiance. Roll was called with Vice Mayor Wilkerson, Commissioner Allis, Commissioner Burkett and City Manager Edwards present. Mayor Mullin, Commissioner McPherson and City Attorney Elliott were absent. Commissioner Burkett made a motion to accept the minutes of the Regular Meeting of June 19, 2007 and the Agenda Workshop Meeting of June 19, 2007. Commissioner Allis seconded the motion. All Commissioners voted aye and motion carried.


Ron Rice, Hamilton County Sheriffs Department, presented the reports for February, April, May and June. He reported that radar checks had been done on Hale Road with the average speed in the mid 40s and that a Chimney Hills check had resulted in one warning. He said there are still plans to saturate some streets with vehicles and officers in the near future.


There was no Fire Department report.


Reid Andrews said four black dogs were running loose near Bayview Road. The Humane Society will be called to see if they can trap them.


Morris Bice said speed humps were needed on Lyons Lane near the entrance because of speeders.


Mark Welch said speeders were also on Lakesite Drive from Dividing Ridge on toward Thrasher Trail.


Vice Mayor Wilkerson said the speed humps were in place because of safety issues and were a test case study to see their effectiveness. Mr. Welch felt they should not have been placed on the curve, but City Manager Edwards said TDOT was consulted as to the best placement.


Jeff Eblen reported a continued cat problem. Codes Officer Jenno said he is working with MTAS to revise the ordinance to include cats. HES can help if they know the owners of cats who are a nuisance.


Chip Lewis, Chimney Hills Homeowners president, asked that a no parking on the street during nighttime hours be posted in Chimney Hills because the school buses find it difficult to get around parked cars.


City Manager Edwards said Tune Design Architecture and Interiors made recommendations on repair of the exterior of City Hall. Of the options, City Manager Edwards recommends using stucco. The cost for all of City Hall exterior was about $15,000. Bids must be taken for work over $10,000. Commissioner Burkett made a motion to authorize the City Manager to enter into an agreement for repair to the exterior of the building in stucco up to $15,000 with an emphasis on doing existing problems first, then get a consensus from the Commissioners on doing the remainder of the building. Commissioner Allis seconded the motion. All Commissioners voted aye and motion carried.


Commissioner Burkett said the first phase of road maintenance has been completed. The second phase will begin after identifying problem areas.


Vice Mayor Wilkerson reported he met with a business owner who was concerned about police coverage of his business, but he is satisfied now.


Commissioner Allis made a motion to adjourn. Commissioner Burkett seconded the motion. Vice Mayor Wilkerson adjourned the meeting at 8:05 p.m.
