MINUTES OF THE REGULAR STATED
MEETING OF THE
LAKESITE CITY COMMISSION
JANUARY 16, 2007
Mayor Mullin called the meeting to order at 7:10 p.m. Vice Mayor Wilkerson gave the Invocation. Commissioner Allis led the Pledge of Allegiance. Roll was called with Mayor Mullin, Vice Mayor Wilkerson, Commissioner Allis, Commissioner Burkett, Commissioner McPherson, and City Attorney Elliott present. City Manager Edwards was absent. Commissioner McPherson made a motion to accept the minutes of the Agenda Meeting held on November 21, 2006. Vice Mayor Wilkerson seconded the motion. All Commissioners voted aye and motion carried. Vice Mayor Wilkerson made a motion to accept the minutes of the Regular Meeting held November 21, 2006. Commissioner Allis seconded the motion. All Commissioners voted aye and motion carried. There was no meeting held in December 2006.
Officer Rice, Hamilton County Sheriff’s Department, gave the report for December 2006. He was asked to have patrols on Glengerrie Drive watch for cars parked on the street during prohibited hours. He said, if any were found, a warning would be placed on the windshield. Jeff Eblen asked for more patrols and if certain cars were designated to Lakesite. Officer Rice said all cars are put in the pool to be used as assigned. Vice Mayor Wilkerson said the City is well protected.
Assistant Chief Shadwick, Dallas Bay Volunteer Fire Department, gave the reports for November and December 2006 and a summary of calls for the year. He reported bidding on a new truck and that the new boat had arrived.
Jeff Eblen asked about the results of the survey to keep additional pick up trash service. Mayor Mullin said the response was favorable and the City will continue the service.
Sue Brock, Daisy Dallas Road, said her yard was flooding when there is a hard rain. She will meet with the adjoining land owner, the Mayor and Codes Officer to see how to improve the problem.
Ron Smith wished to put a mobile home on Hale Road, which is zoned R1 and prohibits them. He will send information and Curt Blair and Attorney Elliott will review it.
Commissioner Burkett said Qore Property Sciences is preparing a bid initiation for a three year road maintenance program.
Commissioner McPherson reported the six month budget report looked good. Revenues are as expected and expenditures are under what was budgeted.
Mayor Mullin reported that he and Commissioner McPherson will attend a District 3 TML meeting January 18, 2007 concerning the upcoming legislative session.
Ordinance 171, Purchasing Ordinance, gives the City Manager authority to spend up to $10,000 without getting bids, but he must record such purchases. There were no comments made during the public hearing. Commissioner McPherson made a motion to pass Ordinance 171 on second and final reading. Commissioner Allis seconded the motion. Roll call vote: All Commissioners voted aye and Ordinance 171 passed.
Resolution 73 is to adopt the Lakesite Land Use Plan. Two public meetings were held, one May 9, 2006 and the other November 28, 2006. The Regional Planning Agency recommended adoption. It will be used as a guide. Commissioner Burkett made a motion to adopt Resolution 73. Vice Mayor Wilkerson seconded the motion. All Commissioners voted aye and motion carried. Maurice Beavers asked if it changed zoning and was told it did not.
Ron Smith asked if the City was trying to recruit businesses and was told Lakesite had made and was continuing to make and extensive effort in this area.
Vice Mayor Wilkerson made a motion to adjourn. Commissioner Allis seconded the motion. Mayor Mullin adjourned the meeting at 8:00 p.m.
