MINUTES OF THE REGULAR STATED
MEETING OF THE
LAKESITE CITY COMMISSION
FEBRUARY 19, 2008
Mayor Mullin called the meeting to order at 7:10 p.m. Vice Mayor Wilkerson gave the Invocation. Commissioner McPherson led the Pledge of Allegiance. Roll was called with Mayor Mullin, Vice Mayor Wilkerson, Commissioner McPherson, City Manager Edwards and City Attorney Elliott present. Commissioner Burkett was absent. Commissioner McPherson made a motion to accept the minutes of the Regular Meeting and the Agenda Workshop Meeting both held on January 15, 2008. Vice Mayor Wilkerson seconded the motion. All Commissioners voted aye and motion carried.
Dusty Stokes, Hamilton County Sheriffs Department, reported that in January, they had 15 alarm calls and 13 property damage calls. Most of the latter were probably paint ball incidents and the teens were caught and will make restitution. Eighty-one tickets were written and only two homes were on the watch list which he said needed to be used by residents. Max Templeton said that the officers want to be available to everyone. Vice Mayor Wilkerson said they were doing a great job.
Jim Coppinger, County Commissioner, spoke about the tax freeze for the elderly.
Kevin Shadwick, Dallas Bay Volunteer Fire Department, reported eleven calls to Lakesite in January. The Acting Chief is now Marcus Fritts and the Department is 32 years old and has three stations. Dan Brown and Jeff Eblen asked questions concerning first responders and possibly having paid employees.
Jeff Eblen said the animal ordinance seems to be working.
Bill Freeney had concerns over the speed tables near his driveway. Mayor Mullin said the tables solved a safety problem and that we are waiting for a response from a traffic specialist regarding possible relocation.
David DiStefano (G.R. Rush) summarized the audit report ending June 30, 2007 and said that the City was in good financial shape.
Vice Mayor Wilkerson, Public Safety, said drivers are still running stop signs.
Mayor Mullin said the drawings of the Rails to Trails proposal were available for viewing in the conference room.
Vice Mayor Wilkerson made a motion to pass Ordinance 178, amending Ordinance 60, as amended, known as the Lakesite Zoning Ordinance to adopt a new zone, Planned Residential Development (PRD) as a replacement of the Planned Unit Development (PUD) overly zone. Commissioner McPherson seconded the motion. No comments were made during the public hearing. All Commissioners voted aye during roll call vote and Ordinance 178 passed on second and final reading.
Commissioner McPherson made a motion to pass Ordinance 179, amending Title 3, Municipal Court, Chapter 1, City Court, to add Section 3-113, Court Costs, by specifically setting forth the court costs on municipal ordinances and other violations. It was explained that the court costs would be $61.00 and were in line with other municipality’s court costs. Vice Mayor Wilkerson seconded the motion. There were no comments during the public hearing. All Commissioners voted aye during the roll call vote and Ordinance 179 passed on second and final reading.
Vice Mayor Wilkerson made a motion to approve William Neighbors appointment to the Commission to fill the vacancy caused by the resignation of David Allis for the term ending November 4, 2008. Mayor Mullin seconded the motion. All Commissioners voted aye and motion was passed. Mr. Neighbors will be sworn in at the March meeting.
Commissioner McPherson made a motion to pass Resolution 78, adopting the changing of the name of Shoreline Drive to Dockside Drive in the City of Lakesite. GIS recommended this change as there were other Shoreline Drives in the County. This change would involve one home on the public section of the street and only one owner on the private section. Vice Mayor Wilkerson seconded the motion. All Commissioners voted aye and motion carried.
Vice Mayor Wilkerson made a motion to adjourn. Commissioner McPherson seconded the motion. Mayor Mullin adjourned the meeting at 8:15 p.m.
