MINUTES OF THE REGULAR STATED


MEETING OF THE


LAKESITE CITY COMMISSION


JUNE 17, 2008





Mayor Mullin called the meeting to order at 7:10 p.m. Vice Mayor Wilkerson gave the Invocation. Commissioner Neighbors led the Pledge of Allegiance. Roll was called with Mayor Mullin, Vice Mayor Wilkerson, Commissioner Burkett, Commissioner Neighbors, City Manager Edwards, and City Attorney Elliott present. Commissioner McPherson was absent. Vice Mayor Wilkerson made a motion to accept the minutes of the Regular Meeting and Agenda Workshop Meeting, both held on May 20, 2008. Commissioner Burkett seconded the motion. All Commissioners voted aye and motion carried.


Ms. Janice Atkinson, Hamilton County Sheriffs Department, gave a report for May which included issuing 77 traffic tickets and warning citations and also eleven arrests. She left information about the National Night Out on August 5, 2008 to strengthen neighborhood spirit, heighten crime prevention awareness, generate support for programs and let criminals know neighbors will be more vigilant.


Jack Brellenthin, Dallas Bay Volunteer Fire Department, reported twelve calls to the City in May.


Leroy Beasley, Jeff Eblen, Roy Rateliff and Val Hargis expressed concerns over loose dogs and cats. Attorney Elliott said, for misdemeanor issues, the Codes Officer must see the offense to cite.


Commissioner Burkett reported that Warwickshire Drive had been resurfaced. Next fiscal year (2008-2009) Buffalo Lane and Prairie Schooner Circle will be resurfaced with preparation and drainage work being done now.


Vice Mayor Wilkerson reported that the three year contract with the Sheriff’s Department has been signed. There was a 5% increase and also a $3,000 increase for equipment for the cars.


Vice Mayor Wilkerson made a motion to pass Ordinance 180, amending Ordinance 60, as amended, known as the Zoning Ordinance, to remove the definition of the Planned Unit Development (PUD) overlay zone in the definitions section. Commissioner Neighbors seconded the motion. There were no comments during the public hearing. During roll call vote all Commissioners voted aye and Ordinance 180 passed on second and final reading.


Commissioner Burkett made a motion to pass Ordinance 181, amending the budget for the fiscal year beginning July 1, 2007 and ending June 30, 2008. Vice Mayor Wilkerson seconded the motion. City Manager Edwards explained that adjustments must be made if changes occur such as sanitation fuel charges, paving, etc. There being no further comments during the public hearing, there was a roll call vote. All Commissioners voted aye and Ordinance 181 passed on second and final reading.


Vice Mayor Wilkerson made a motion to pass Ordinance 182, making and fixing the annual appropriations of the several departments of the City for the fiscal year beginning July 1, 2008 and ending June 30, 2009, and adopting the City budget by reference. Commissioner Neighbors seconded the motion. City Manager Edwards explained that there was money in reserves which can be used for such things as the proposed TVA park on Hixson Pike, cars for the Sheriff’s Department, etc. There were no further comments during the public hearing and there was a roll call vote. All Commissioners voted aye and Ordinance 182 passed on second and final reading.


Commissioner Burkett made a motion to pass Ordinance 183, to provide for the general revenue for the fiscal year 2008-2009, to be known as the general revenue for said year; setting the tax rate at $0.290 per one hundred dollars ($100) of taxable property. Vice Mayor Wilkerson seconded the motion. During the public hearing the Commissioners said there was no tax increase. During roll call vote all Commissioners voted aye and Ordinance 183 passed on second and final reading.


Commissioner Burkett made a motion to pass Ordinance 184, the travel and vehicle use policy. Vice Mayor Wilkerson seconded the motion. During the public hearing, City Manager Edwards explained that the City did little traveling but that the State requires a policy be in place. All Commissioners voted aye and Ordinance 184 passed on second and final reading.


Commissioner Burkett made a motion to adjourn. Mayor Mullin adjourned the meeting at 8:00 p.m.
