MINUTES OF THE REGULAR STATED
MEETING OF THE
LAKESITE CITY COMMISSION
AUGUST 19, 2008
Mayor Mullin called the meeting to order at 7:00 p.m. Vice Mayor Wilkerson gave the Invocation. Commissioner McPherson led the Pledge of Allegiance. Roll was called with Mayor Mullin, Vice Mayor Wilkerson, Commissioner Burkett, Commissioner McPherson, Commissioner Neighbors, City Manager Edwards and City Attorney Elliott present. Commissioner Burkett made a motion to accept the minutes of the Agenda Workshop Meeting and Regular Meeting held on July 15, 2008 and the Public Meeting for the Planned Residential Development at Jagger’s Bay held on August 12, 2008. Commissioner McPherson seconded the motion. All Commissioners voted aye and the minutes of all three meetings were approved.
Mayor Mullin announced that a meeting will be held September 4, 2008 from 6-8 p.m. at the Soddy-Daisy High School gymnasium concerning the toll bridge across the river.
Janice Atkinson, Hamilton County Sheriff’s Department, reported 23 arrests, 17 alarm calls, 23 tickets issued and 28 warning tickets issued in the City for July. She reported that the speed counters left in Lakesite for three days showed only 4% of the 536 cars counted were at speeds which could have resulted in a ticket.
Jack Brellenthin, Dallas Bay Fire Department, reported eleven calls to Lakesite in July and that they answered 84 calls in the district in July.
Leroy Beasley asked about the plans for the marina area. Mayor Mullin said the Commissioners have listened to their plans, but that no application has been reviewed by the RPA. Mayor Mullin also explained the pipe being laid along Hixson Pike from Dallas Hollow is an upgraded water line.
Commissioner Burkett reported work is being done to the roads on Prairie Schooner Circle and Buffalo Lane. Cuts are being done for possible future use before resurfacing is done in September so that the new surface will not be dug up later on if sewers were to be installed.
Sharon Dailey, Tinkers Bar-B-Que, explained that she felt she was grand-fathered in as far as signage was concerned and wasn’t. She also said she stays in the building behind the business to watch her property and to run the smoker. Mayor Mullin said a meeting may be set up with her to discuss the situation further.
City Manager Edwards said the Rails to Trails project of six miles, which is not in Lakesite but could be used by residents, needs support. Commissioner Burkett made a motion to contribute up to $1,000 as a stimulus to obtain a permit to keep the project alive. Vice Mayor Wilkerson seconded the motion. If the permit is not obtained, the City would be refunded the $1,000. Mayor Mullin, Vice Mayor Wilkerson, Commissioner Burkett and Commissioner Neighbors voted aye and Commissioner McPherson voted no. The motion passed.
City Manager Edwards reported that the Dallas Bay Fire Department is examining the donation practice for the apartment areas. Lakesite now considers an apartment complex as a single commercial business and donates a single residential fee of $50 per year. If individual apartments were counted as residential households, the City’s total annual contribution would increased approximately $5,400 to a total of about $41,000. The current budgeted amount for fire and rescue protection is $40,000.
Vice Mayor Wilkerson thanked the Sheriffs Department for the good job they do and for the visibility of the officers.
Mr. Donaldson, Doves Decals and Graphics, asked the Commissioners for a permit so that his son could open a tattoo shop in the Lakesite business area on Hixson Pike. That business is not on the list of acceptable list businesses, so the Commissioners may use their discretion to approve or not. Mayor Mullin said even though Mr. Donaldson may run a clean regulated shop, it would set a precedence for future shops. Several citizens spoke for and against the shop. Vice Mayor Wilkerson and Commissioner Burkett said tattoo shops may be alright but felt Lakesite was not the right location. Since there was no support by the Commissioners for the shop, no action was taken and the request was denied.
Vice Mayor Wilkerson made a motion to adjourn. Mayor Mullin adjourned the meeting at 8:00 p.m.
