MINUTES OF THE REGULAR STATED

MEETING OF THE

LAKESITE CITY COMMISSION

APRIL 20, 2010






Vice Mayor Wilkerson called the meeting to order at 7:00 p.m. Commissioner Howell gave the Invocation. Commissioner McPherson led the Pledge of Allegiance. Roll was called with Vice Mayor Wilkerson, Commissioner Burkett, Commissioner Howell, Commissioner McPherson and City Manager Edwards present. Mayor Mullin and City Attorney Elliott were absent. Commissioner McPherson made a motion to accept the Regular Meeting minutes and the Agenda Workshop minutes, both held on March 16, 2010, and the Zoning and Budget Workshop meeting, held on March 30, 2010. Commissioner Howell seconded the motion. All Commissioners voted aye and motion carried.


The Sheriffs Department report for March was left for the Commissioners and is as follows: traffic citations-25, traffic warnings-35, park and walk-5; watch lists-7, traffic crashes-7, and burglar alarms-6. It was reported that an arrest for thefts from church parking lots was made. Vice Mayor Wilkerson asked that the Sheriffs Department increase patrols after school especially for speeders.


Lt. Brellenthin, Dallas Bay Volunteer Fire Department, gave the following report for March: cooking fire-1, brush fire-1, grass fire-1, trash fire-3, EMS calls-20, vehicle accidents with injuries-3, carbon monoxide incident-1, false alarm-1, and alarm malfunction-3, for a total of 34 calls.


Paula Bonner asked if the Humane Society patrolled regularly and was told they do and that there have been less animal complaints recently.


Commissioner Burkett, Public Works, said a survey is being done on the streets in the next three weeks to update the grading system.


Commissioner McPherson, Budget & Finance, said the City is still in good financial shape.


Commissioner Howell, Parks & Recreation, reported that the YMCA wants to partnership with Lakesite to provide two trial one week day camps here for ages kindergarten -12 years. One camp would be in June and one in July with a cost of $95 for members and $110 for non members. Applications will be taken May 29, 2010 on the opening day of the pool.


Vice Mayor Wilkerson, Public Safety, said during spring break some mischief was done but there were no further incidents.


Commissioner Howell made a motion to pass Ordinance 194, the caption of which was read as follows: AN ORDINANCE TO AMEND LAKESITE MUNICIPAL CODE BY AMENDING CHAPTER 3 OF TITLE 12 TO PROVIDE FOR MODIFICATIONS OF THE ELECTRICAL CODE. Commissioner Burkett seconded the motion. During roll call vote all Commissioners voted aye and Ordinance 194 passed on first reading.


Vice Mayor Wilkerson thanked Larry Jenno, Curt Blair, David Tate, John Scott and the Mayor for their help with the Clean Up Campaign. It is a big success.


Commissioner Howell made a motion to donate $2,500 to the Lakesite Recreation Club, as we have done in the past, to help them open for the summer. Commissioner McPherson seconded the motion. All Commissioners voted aye and motion carried.


Vice Mayor Wilkerson said the City also donates to the Hamilton County EMS awards banquet each year. Commissioner Burkett made a motion to donate $500 to the EMS for the banquet. Commissioner McPherson seconded the motion. All Commissioners voted aye and motion carried.


Commissioner McPherson made a motion to allow Mayor Mullin and City Manager Edwards to enter into a negotiation to purchase Lot 136, Lakesite Subdivision, DB 7957, page 100 with a cap amount not to exceed $20,000 and to proceed with a contract. Commissioner Howell seconded the motion. During roll call vote all Commissioners voted aye and motion carried.


Commissioner Howell made a motion to adjourn. Vice Mayor Wilkerson adjourned the meeting at 7:30 p.m.
