MINUTES OF THE REGULAR STATED

MEETING OF THE

LAKESITE CITY COMMISSION

NOVEMBER 21, 2006



Commissioner Mullin called the meeting to order at 7:10 p.m. Commissioner Wilkerson gave the Invocation. Commissioner Allis led the Pledge of Allegiance. Roll was called with Commissioner Mullin, Commissioner Wilkerson, Commissioner Allis, Commissioner Burkett, Commissioner McPherson, and City Manager Edwards present. City Attorney Elliott was absent. Robert Mullin and Ken Wilkerson, newly re-elected commissioners, were sworn in by Judge Arnold Stulce before the meeting. They will each serve a four year term.


Commissioner Mullin asked for nominations for Mayor to serve a two year term. Commissioner Allis nominated Robert Mullin for Mayor. Commission Wilkerson seconded the motion. There being no further nominations, Commission Wilkerson made a motion for nominations to cease. Commissioner Allis seconded the motion. All Commissioners voted aye and Robert Mullin was elected Mayor.


Mayor Mullin asked for nominations for Vice Mayor to serve a two year term. Commissioner McPherson made a motion to nominate Ken Wilkerson for Vice Mayor. Commissioner Allis seconded the motion. There being no further nominations, Commissioner Burkett moved for nominations to cease. Commissioner McPherson seconded the motion. All Commissioners voted aye and Ken Wilkerson was elected Vice Mayor.


Commissioner McPherson made a motion to approve the minutes of the October 17, 2006 Agenda meeting. Vice Mayor Wilkerson seconded the motion. All Commissioners voted aye and motion carried. Vice Mayor Wilkerson made a motion to approve the minutes of the October 17, 2006 Regular meeting. Commissioner Burkett seconded the motion. All Commissioners voted aye and motion carried.


Officer Rice did not have a report from the Hamilton County Sheriff’s Department for October. Kevin Shadwick, Dallas Bay Volunteer Fire Department, said they made five calls to Lakesite in October. He reported an intent to purchase a new truck.


City Manager Edwards said the Ethics Ordinance will be required by the State July 1, 2007. He will have a draft ordinance for the January meeting.


Commissioner McPherson said the City is in good financial state and is within budget.


Vice Mayor Wilkerson said he, Mayor Mullin and City Manager Edwards met with Hamilton County’s new Chief Deputy, Allen Branum. The City is in the second year of a three year contract with the Sheriff’s Department.


Commissioner McPherson made a motion to approve Ordinance 171, an Ordinance to establish purchasing limits for the City. Commissioner Allis seconded the motion. Roll call vote: all Commissioners voted aye and Ordinance 171 passed on first reading.


Commissioner Allis reported he had received an agreement for professional services from Barge, Waggoner, Sumner and Cannon, Inc. for Little Chickey remedial work and recreational area improvements. He said the pond was in disrepair and the plans were to put it in good usage and make it attractive. The State must approve any work done as it is water of the State. To get a permit, the City must have plans to submit to the State. Commissioner Allis made a motion to get approval by the Commission to go ahead with the agreement for a report (planning only) at a cost of $15,000. Vice Mayor Wilkerson amended the motion to not exceed $15,000. Mayor Mullin seconded the motion to enter into the agreement. There were no nay votes and motion carried.


Vice Mayor Wilkerson made a motion to not hold a meeting in December. Commissioner McPherson seconded the motion. All Commissioners voted aye and motion carried. The next regular meeting will be in January 2007.


Vern Thomas reported Fred Crisp, Collins Lane, was rebuilding a culvert that had fallen into disrepair at the intersection of Collins Lane and Lakesite Drive. He will be thanked for his effort.


Vice Mayor Wilkerson made a motion to adjourn. Commissioner Burkett seconded the motion. Mayor Mullin adjourned the meeting at 7:45 p.m.
