MINUTES OF THE REGULAR STATED MEETING OF THE LAKESITE CITY COMMISSION SEPTEMBER 19, 2006      Mayor Mullin called the meeting to order at 7:10 p.m. Vice Mayor Wilkerson gave the Invocation. Commissioner Allis led the pledge of allegiance. Roll was called with Mayor Mullin, Vice Mayor Wilkerson, Commissioner Allis, Commissioner Burkett, City Manager Edwards and City Attorney Elliott present. Commissioner McPherson was absent. Commissioner Burkett made a motion to approve the minutes of the August 15, 2006 agenda meeting. Commissioner Allis seconded the motion. All Commissioners voted aye and motion carried. Vice Mayor Wilkerson made a motion to approve the August 15, 2006 regular meeting minutes. Commissioner Allis seconded the motion. All Commissioners voted aye and motion carried. Officer Rice gave the Commissioners the Sheriff’s Department report for August. Vice Mayor Wilkerson said dirt bikes, golf carts, etc. are on the streets again and asked the officers to watch for them. Ken Shadwick, Dallas Bay Fire Department, reported eleven calls to the City in July. Carolyn Johnson, 2229 Lakesite Drive, said, because of speeding, they have had three cars damage property by running through their yard during the past year. She would like a guard rail or some barrier in front of her property. It was the concensus of the Commission to have the City Manager get information and recommendations from a consulting engineer or someone knowledgeable in correcting the problem. Leroy Beasley, Chimney Hills, reported cars were still a problem speeding and running into yards. He was concerned about homes meeting code on Brett Daniel Way. A home owner on this street has problems with her home and is trying to get the builder to correct them. Mayor Mullin said increasing inspections may be a help. Jeff Eblen, Glengerrie Drive, asked about no parking in the street signs and was told they have been ordered. City Manager Edwards said the City needs an investment policy and gave the Commissioners a sample ordinance. Commissioner Burkett made a motion to adopt such a policy. Vice Mayor Wilkerson seconded the motion. All Commissioners voted aye and motion carried.  City Manager Edwards said TML Risk Management Pool recommends the City get a signed agreement for use of the community room. Vice Mayor Wilkerson made a motion to adopt the recommended agreement policy. Commissioner Allis seconded the motion. All Commissioners voted aye and motion carried.  City Manager Edwards said the City park now has wireless service. Commissioner Burkett, Public Works, said Qore Property Sciences is getting a road maintenance plan together and preparing specs for road work. Commissioner Allis made a motion to pass Ordinance 167, amending the Lakesite Municipal Code Title 13, Chapter 2, to modify the Property Maintenance Code. Commissioner Burkett seconded the motion. Roll call vote: All Commissioners voted aye and Ordinance 167 passed on first reading. Commissioner Burkett made a motion to pass Ordinance 168, amending the Lakesite Municipal Code Title 13, Chapter 1 to modify Section 13-104 pertaining to weeds and adding a section to address overgrown and dirty lots. Vice Mayor Wilkerson seconded the motion. Roll call vote:  All Commissioners voted aye and Ordinance 168 passed on first reading. Vice Mayor Wilkerson made a motion to pass Ordinance 169, amending the Lakesite Municipal Code Title 13 adding a chapter addressing slum clearance and amending Title 12 to delete sections. Commissioner Allis seconded the motion. Roll call vote: All Commissioners voted aye and Ordinance 169 passed on first reading. Commissioner Allis made a motion to pass Ordinance 170, amending the Lakesite Municipal Code Title 13 adding a chapter to address junked motor vehicles and to amend Title 15, Chapter 7 to delete provisions addressing abandoned motor vehicles. Commissioner Burkett seconded the motion.
