MINUTES OF THE REGULAR STATED


MEETING OF THE


LAKESITE CITY COMMISSION


AUGUST 15, 2006




Mayor Mullin called the meeting to order at 7:10 p.m. Vice Mayor Wilkerson gave the Invocation. Roll was called with Mayor Mullin, Vice Mayor Wilkerson, Commissioner Burkett, Commissioner McPherson, City Manager Edwards and City Attorney Elliott present. Commissioner Allis was absent. Commissioner McPherson made a motion to accept the July 18, 2006 Agenda Meeting minutes. Vice Mayor Wilkerson seconded the motion. All Commissioners voted aye and motion carried. Commissioner Burkett made a motion to accept the July 18, 2006 Regular Meeting minutes. Commissioner McPherson seconded the motion. All Commissioners voted aye and motion carried.


Officer Rice gave the Commissioners the July Hamilton County Sheriff’s Department report. Kevin Shadwick gave the Dallas Bay Volunteer Fire Department report for February through June 2006.


City Manager Edwards thanked Chad Reese, Intern, who is preparing a grant proposal for a gateway entrance sign to the City. He also said the City’s investment policy will be revised.


Maurice Beavers said he would like the trees trimmed on Daisy Dallas Road.


Committee reports: Commissioner Allis, Parks & Recreation, had asked for center lines on all Chimney Hills streets and also for signs to warn of children in the area. There will be further discussion on these items. Commissioner Burkett, Public Works, reported that he would like for the City to proceed with paving Glengerrie Drive and Wood Lane to help preserve the foundation of the roads. The cost would be about $55,000. He made a motion to get bids, specs, etc. for the project costing about $55.000, with a variance of 20%, on the lowest bid. Commissioner McPherson seconded the motion. All Commissioners voted aye and motion carried. Vice Mayor Wilkerson, Public Safety, said he would like no parking signs in areas where it is hazardous to traffic. With Ordinance 166, the Sheriff’s Department can better enforce offenders. He also said he would meet with the newly elected Sheriff, Billy Long.


Ordinance 165, amending Ordinance 60, as amended, Lakesite Zoning Ordinance, to adopt digital zoning maps as part of the GIS and amending Section 203.02 in Chapter 2 (Zones and Boundaries) to reflect such map adoption. There were no comments made from the public during the public hearing. Commissioner McPherson made a motion to pass Ordinance 165 on second and final reading. Vice Mayor Wilkerson seconded the motion. Roll call vote: all Commissioners voted aye and Ordinance 165 passed.


Ordinance 166, amending Title 15(Motor Vehicles, Traffic and Parking), Chapter 6 (Parking), Section 15-601 (Generally) to change the hours parking is prohibited on public streets. During the public hearing, Harold Zumbrun said Ordinances aren’t usually enforced unless there are complaints. Mayor Mullin said there have been complaints and for safety and appearance reasons, the wording was changed in an existing Ordinance. Commissioner McPherson said what if there were visitors on the street after 11:00 p.m. Vice Mayor Wilkerson said they were then in violation. Vice Mayor Wilkerson made a motion to pass Ordinance 166 on second and final reading. Roll call vote: all Commissioners voted aye and Ordinance 166 passed.


Commissioner McPherson made a motion to adjourn. Mayor Mullin adjourned the meeting at 7:45 p.m..
