MINUTES OF THE REGULAR STATED MEETING OF THE LAKESITE CITY COMMISSION JULY 18, 2006
Vice Mayor Wilkerson called the meeting to order at 7:05 p.m. Vice Mayor Wilkerson gave the Invocation. Roll was called with Vice Mayor Wilkerson, Commissioner Allis, Commissioner Burkett, Commissioner McPherson, City Manager Edwards and City Attorney Elliott present. Mayor Mullin was absent.
Commissioner McPherson made a motion to accept the minutes of the June 20, 2006 agenda meeting. Commissioner Allis seconded the motion. All Commissioners voted aye and motion carried.

Lt. Lowery gave the Commissioners the Hamilton County Sheriff’s Department report for June. He explained the seat belt law and also the law concerning pulling to the side of the road for emergency vehicles. There was no Fire Department report.
Bill McConkey introduced Michael Crites, his security officer, who helps him at his marina and apartment/cabin area. He plans to do improvements and enforce rules for tenants and visitors.
Mr. Beavers said the trees along Daisy Dallas need to be trimmed.
Ted Bratcher and Charlie Steele asked about the City’s possible use of TVA land on Hixson Pike across from the former Bi-Lo store. City Manager Edwards explained that there is a moratorium on TVA’s transfer of land and we will wait for them to formulate a land use policy and then submit a proposal. They asked about annexing the Albemarle Drive area and were told citizens can request annexation as well as the City could initiate, but that no plans were underway to do so at this time.
Christian Lanier, Jim Cobb, and Glenn Mosley are running for state office and introduced themselves.
Commissioner Allis, Parks & Recreation, said the City is working with TVA concerning a possible park site on Hixson Pike across from the former Bi-Lo store. He said horseshoe pits will be installed at the city park and preliminary work is being done on Little Chickey improvements.
Commissioner Burkett, Public Works, said he is working with Qore Property Sciences, who did a road survey rating of our streets. On a scale of 0-100, they rated the City streets at 88. The City will do preventative maintenance and proposes to have Qore manage the project. Their cost estimate is $7000 for a year. Commissioner Burkett made a motion to accept the proposal for consulting engineering services for the annual pavement program. (Proposal PO6-1705) with a change to the section “Scope of Services” and add a sentence to the end “All work will be on an as needed basis.” Commissioner McPherson seconded the motion. All Commissioners voted aye and motion carried.
Commissioner McPherson, Budget & Finance, said there was money budgeted to cover contract services. He said the City was in good financial shape.
Vice Mayor Wilkerson, Public Safety, said there were concerns about on street parking, especially in Glengerrie. He said posting signs stating hours when parking was not allowed on the street will allow enforcement. He said Larry Jenno had reported that 18 junk cars had been removed in recent months.
He also reported a good turn out for the July 4th picnic and thanked Curt Blair for the fireworks display.
Commissioner Burkett made a motion to pass Ordinance 165, amending Ordinance 60, as amended, Lakesite Zoning Ordinance, to adopt digital zoning maps as part of the GIS and amending Section 203.02 in Chapter 2 (Zones and Boundaries) to reflect such map adoption. Commissioner Allis seconded the motion. Roll call vote: all Commissioners voted aye and Ordinance 165 passed on first reading. The public hearing and second reading will be done at the August 15, 2006 meeting.
Commissioner McPherson made a motion to pass Ordinance 166, amending Title 15, Motor Vehicle, Traffic and Parking; Chapter 6, Parking; Section 15-601, Generally, relating to parking. Commissioner Burkett seconded the motion. Roll call vote: all Commissioners voted aye and Ordinance 166 passed on first reading. The public hearing and second reading will be done at the August 15, 2006 meeting.
Commissioner Burkett made a motion to authorize the Mayor to sign, with appropriate changes, the Agreement of Understanding between the Dallas Bay Volunteer Fire Department and Rescue, Inc. and the City of Lakesite. Commissioner Allis seconded the motion. All Commissioners voted aye and motion carried.
Commissioner Allis moved to adjourn the meeting. Commissioner Burkett seconded the motion.
Vice Mayor Wilkerson adjourned the meeting at 8:50 p.m.
