September 18, 2007 Agenda Minutes


Mayor Mullin called the meeting to order at 5:40 p.m. Those in attendance were Mayor Mulllin, Vice Mayor Wilkerson, Commissioner Burkett, Commissioner McPherson, City Manager Edwards, City Attorney Elliott, Codes Officer Larry Jenno, Intern Hillary Lyons, Building Official Curt Blair, Maintenance Dave Tate and Vern Thomas. Commissioner Allis was absent.


Larry Jenno said he used the MTAS version of Ordinance 177 to enhance provisions to include cats at large, spaying and neutering if a cat is impounded two times in a year and is not spayed or neutered, and a violation and penalty section.


Mr. Jenno said for the Lakesite citation book he will check with MTAS for a format and also Soddy-Daisy and Walden, particularly codes offenses forms. Three copies of each ticket will probably be needed as well as a control number.


Mr. Jenno reported Mark Welch has not progressed in bringing a car at his home on Lakesite Drive in compliance with the abandoned vehicle code. A certified letter was sent to him.


City Manager Edwards said Brian Tune, Tune Design, is working on getting compensation for the original sto work to City Hall. Mr. Tune looked at the work presently being done and will ask the contractor, Mike Korchak, to fix any problems.


Hilary Lyons said she met with Grant Summerlin, Smallfish, concerning the web site and will work on content, esthetics and search enhancement.


City Manager Edwards recommended the Soddy-Daisy staff holiday schedule after getting holiday schedules from other cities.


City Manager Edwards said Signorama cannot give an estimate for a breakaway sign for the City entrance. The breakaway sign is needed for the State right of way because of liability. He will continue to check on sign companies.


City Manager Edwards said Soddy-Daisy forwarded a letter from TML concerning speed bumps. They didn’t recommend them to Soddy-Daisy as they are hard to defend. Our situation was an overriding safety concern after three incidents of cars entering the Johnson’s front yard on Lakesite Drive.


The Zoning/Land Use workshops are scheduled for Tuesday, Oct. 2, 2007 and Tuesday, Nov. 13, 2007 at 5:30 p.m.


Mayor Mullin said the Boddys and Ms. Kirby are satisfied with the pond survey. Ms. Donilon’s issue is not settled. A letter needs to be drafted offering to move her property line on both sides ten feet toward Lyons Lane to allow for her garage corner to be off City property. A boundary line agreement is needed to file the plat. She would like her fence to be included in the movement of the property line, but the fence, which is further onto City property, can be moved easily later so it will not be included in the City’s offer. Including the fence in the boundary line movement would infringe excessively on City property.



Mayor Mullin said the City will fill out an application and do a conceptual plan of what we might do with the TVA park land on Hixson Pike, near the old BiLo store. Plans include possibly a fishing pier, overlook, trails, picnic area, roadway, etc. The plans can be changed and can be done in phases. Access needs to be made to the summer water area. The City will get a long term easement. The review fee is about $5,000 initially with additional fees of about $10,000 later as the review progresses. TVA will waive the land use charges and will work with the City concerning charging for use at the area, by users, in the future. There might not be a need for a survey as the only area we will use will not be close to homes on Warwickshire or Driftwood. It is a public recreation area not in use now.


Mayor Mullin said the agency with jurisdiction for the old BiLo embayment is TDEC.


Mayor Mullin said Total Storage construction applied for a sign permit. Attorney Elliott asked about the sign ordinance. Yuen Lee is working on zoning and special permit issues. We have a moratorium on billboards presently.


Mayor Mullin said Rails to Trails is progressing and they are looking for funding.


Nothing has been done concerning the park restrooms Mayor Mullin said.


Mayor Mulllin said the marina PUD plans are postponed. The sunken boat still has not been removed as there seems to be an insurance issue.


Mayor Mullin said Dave Tate has ordered a 30 foot pressure washer extension to clean high areas.


Vice Mayor Wilkerson said he spoke with Ron Parsons, Hamilton Co. Sheriffs Dept., and the saturation of officers should be soon. He reported one City fatality. A driver missed a curve and hit the barber shop killing a passenger.


Commissioner McPerson suggested no parking in the street all through the city. Curt Blair said it is now in the Zoning Ordinance, but should be taken out.


Curt Blair said Little Chickey was mowed and small trees cut down to the marshy area. An alternative plan with no well or pump could fix the leakage without a liner for about $18,000. A cost of $9,500 could fix what needs to be done for now. Commissioner McPherson said we need to work on it while the water is low, but he is still opposed to spending money on it. City Manager Edwards said money is budgeted for the work. Curt Blair said an okay is not needed from any agency as it will just be to dig and grub and can be done in two days.


Commissioner Burkett said Ric Gibbs is looking over the road survey and an update may be needed. He will get a list of projects from Mr. Gibbs. Commissioner Burkett has looked at Mr. Tallent’s concerns on Glengerrie. He and Curt Blair have met with Mike Johnson concerning



matching up pipes between driveways on Dallas Hollow. Mr. Johnson will be responsible for changing out tiles but the City will probably need to fix the drainage problem for about $4,600 per catch basin. Commissioner Burkett is continuing to look at several issues.


Commissioner McPherson said the Storm Water is no longer collecting fees from tax relief people who they had tried to collect from. They can manage without those fees.


Commissioner McPherson said if voting Storm Water regular members are absent, an alternate can vote if approved by the County Commission.


Mayor Mullin adjourned the meeting at 7:00 p.m..
