May 15, 2007 Agenda Minutes


Mayor Mullin called the meeting to order at 4:30 p.m. Those in attendance were Mayor Mullin, Vice Mayor Wilkerson, Commissioner Allis, Commissioner Burkett, Commissioner McPherson, City Manager Edwards, City Attorney Elliott, Yuen Lee (RPA), Larry Jenno (Codes Officer), David Tate (Maintenance), Vern Thomas, Ric Gibbs (Qore Property Sciences) and Andrew Smith (Contractor).


There was discussion of the revised budget, Ordinance 174. Some adjustments were made for street repairs. City Manager Edwards explained that intern costs would be more as the City will now have to pay about $6000 for their tuition and for pay for a 20 hour week. Previously the tuition had been covered by a grant. The use of interns and the website instead of an expensive consultant helped hold the cost down for economic development. Evaluation will be done next year. A job description for interns was provided. Mayor Mullin said the City needs concrete items for interns and a portfolio of what they do.


Ordinance 175, the budget, was discussed. City Manager Edwards said the auditor fee did not change. CTI and Qore may be needed at a later time if we proceed with the TVA park area. HES costs have risen but City Manager Edwards said the service is needed as we have no other option. The sewer reserve will be bumped up. Sewers are not a separate fund as the City would not operate sewers but WWTA would. Commissioner McPherson said he did not like the idea of the City entrance sign made of wood similar to the Lakesite subdivision signs.


Larry Jenno reported two more abandoned vehicles have been removed. The owner of the burned out car wash is negotiating with his insurance and is not sure if he will rebuild or not. Mr. Jenno reported the clean up campaign was a success with 16 dumpsters moving off 30.64 tons of trash. The cost was about $3500. Commissioner Burkett thought it should be done again in the fall. Mr. Jenno said progress was being made on debris piled on a lot on Brett Daniel Way and also clean up on a Prairie Schooner residence.


Commissioner Burkett said Ric Gibbs, Qore, and Andrew Smith, contractor, have a work plan after surveying City streets. This current fiscal year patching will be emphasized. It was explained that with chip and surface seal, traffic can use the streets but with seal coat the street should not be driven on for about two days. Crack seal should be deferred until winter. They will do no fog sealing which is a spray type coating. Mayor Mullin requested a cost- benefit evaluation be done comparing overlays and seal coating using expected “lifetimes” and relative costs received in the bids.


Commissioner Allis said Barge-Waggoner would like Qore Property Sciences to do a verification to see where the leak may be. It is felt it is not in the center of the pond but most likely at the dike near the pipe. A cut would be done there to check. Phase 1, Option 3 cost will be $160,000. The Qore work would cost $7500 and come out of the $160,000. Commissioner Allis wished to propose approval of the $160,000 cost contingent on Qore’s findings that the leak can be sealed successfully. If so, then proceed with the Barge-Waggoner proposal (well, pipes, power, repair, tree removal, fountain, bid package, pump, management, etc.). Circulation of the whole pond is necessary. Commissioner Burkett said we need to find the leak then do other steps. City Manager Edwards asked if the pond must be de-watered 100% and was told yes. Commissioner Burkett said what if it still leaks. We can put the pump and well in and stop and see what happens. Vice Mayor Wilkerson said something needs to be done with the pond. While the pond is dry, with or without a liner, we need to cut trees, do the pump and well, etc. which will need to be done anyway. Commissioner Burkett said what if we spend $160,000 and it is still a problem. Commissioner Allis agreed to propose doing the $7,500 Qore geotechnical work and then discussing appropriate follow up actions at the June meeting.
