March 18, 2008 Agenda Minutes
Mayor Mullin called the meeting to order at 5:40 p.m. Those in attendance were Mayor Mullin, Vice Mayor Wilkerson, Commissioner Burkett, Commissioner McPherson, Commissioner Neighbors, City Manager Edwards, City Attorney Elliott, Codes Officer Larry Jenno, Intern Hilary Lyons, Building Official Curt Blair, RPA Yuen Lee, and Vern Thomas.
City Attorney Elliott said he had no news on the billboard issue and that he had filed a suit concerning the corner of Ms Sue Donilon’s garage and a section of her fence infringing on the City’s adjacent lot.
Mayor Mullin said there had been a meeting with TVA on March 11, 2008 concerning the proposed park on Hixson Pike near Dallas Hollow Road. TVA was given preliminary sketches of a 3-5 year development plan for the park. An architectural concept will be provided by TVA to go along with our application and a $5,000 fee. It will take about six months to process the application for a long term easement. Neighboring residents will receive a letter explaining the plan. Their comments will be welcome and a public hearing will be held in the future.
Mayor Mullin said there was a meeting with TDEC’s Dick Urban and Greg Schaerer, a contractor, about the strip of land on Dallas Hollow Road in front of the Total Storage building. A stream is there and they want to cover it with a box culvert, but compensatory mitigation steps must be taken before doing so. At this time it is not known whether Mr. Schaerer will pursue this any further.
Mayor Mullin said a group met concerning the Rails to Trails project. County Commissioner Jim Coppinger said he would be willing to help. The TVA Sequoyah Nuclear Plant is fine with the proposal and said it may be possible to take up the old rails. They do, however, want signatures from the Mayors of Soddy-Daisy and Hamilton County. There may be a need to get a tax exempt organization to maintain the trail as Soddy-Daisy and Hamilton County may not want to incur this obligation. City Attorney Elliott said that Soddy-Daisy officials want more public education as some of the twenty plus residents along the rails have concerns.
Mayor Mullin will ask Jerry Oliver, who is the controlling partner for Jagger’s Bay, to come to the April meeting. Commissioner Burkett said the City needs to see improvements. Vice Mayor Wilkerson said, in previous dealings with the Jagger’s Bay partners, good faith gestures do not come about.
City Manager Edwards said an analysis was done by Matthew Cate, TTAP Technical Assistance Coordinator, concerning the speed tables on Lakesite Drive. City Manager Edwards said the City has limited options to correct a problem of safety, and that the City responded with an emphasis on safety rather than convenience. It was felt that the tables should be left where they are since there have been no further safety issues there. The City took the best overall action they could.
City Manager Edwards reported that MTAS wants the City to adopt a travel policy ordinance and file it with the State. This can include a City vehicle policy. He felt we should keep it as simple as possible. City Attorney Elliott will check our insurance policy on the car. The policy will be ready for approval at the April meeting.
City Manager Edwards there was a meeting with Frank Cowden concerning interest in a Rite Aid store at Hixson Pike and Camp Columbus Road. They will need to acquire some TVA property in back of the proposed store.
City Manager Edwards scheduled a budget workshop meeting for Tuesday, April 1, 2008 at 3:00 p.m.
Mayor Mullin and Vice Mayor Wilkerson attended a Republican delegate gathering and met the candidates running for Hamilton County Sheriff. Lakesite has a contract with the County Sheriff for police protection.
Commissioner McPherson said Tim McDonald is the Storm Water manager now. He mentioned the Dollar Store may locate just outside the City limits on the south end of Hixson Pike. He said the City might want to consider annexing that area.
Commissioner Burkett said the road maintenance plan with Qore’s recommendations and Smith Paving comments show five roads needing work. There was an updated survey done. The target index of 81 dropped into the 70's, but after recent work done on the streets, it is up to 93.
Curt Blair said the Daisy Dallas Road work on Mr. Beaver’s side is complete. He will check on the opposite side for drainage problems during future rainfalls.
The Wilson home on Lyons Lane still has some drainage issues as the culverts are packed full of debris. It was mentioned possibly outsourcing a vacuum truck to help clear ditches.
Larry Jenno, Codes Officer, said no citations were given so the March court date was canceled and three new dates were set-July 10, 2008, September 11, 2008, and January 22, 2009.
Mr. Jenno said the April clean up schedule is ready with residents being notified by mail and banners were made. A church group has volunteered for April 20, 2008 and will assist people needing help getting items to the dumpsters and will also help with general City clean up activities.
Mr. Jenno said that owners of cars for sale on the right-of-way will be notified by calls to move them and that cars will not be towed off.
Mr. Jenno reported refrigerators were left outside in the marina/apartment area without safety measures. He spoke with the Jagger’s Bay manager about safety issues with abandoned refrigerators.
Mayor Mullin adjourned the meeting at 7:00 p.m..
