June 19, 2007 Agenda Minutes
Mayor Mullin called with meeting to order at 5:00 p.m. Those in attendance were Mayor Mullin, Vice Mayor Wilkerson, Commissioner Burkett, Commissioner McPherson, City Manager Edwards, Intern Trinette Ballard, Codes Officer Larry Jenno, Maintenance David Tate, Building Official Curt Blair, City Attorney Elliott, and Vern Thomas. Commissioner Allis was absent.
Attorney Elliott has the City Municipal Code and will meet with a Sessions Court Judge to get an agreement to enforce our ordinances.
Concerning referendums for sewers, Attorney Elliott said referendums are general and not specifically for sewers. A referendum on bonds to pay for sewers can be done. Commissioner McPherson said the City does not need to pay up front and felt sewers would be mandated by the state at some point. Commissioner Burkett felt the majority should want sewers before the City goes ahead because residential sewer installation is expensive and the streets and other properties are damaged. Some areas of Hamilton County have contaminated streams due to bad septic systems therefore may have to go to sewers. If the marina puts in pump stations, it could be possible to do sewers in sections within Lakesite.
City Manager Edwards said the budget is ready for final passage. He said the Humane Society asked for an increase from about $6758 to $9077. Vice Mayor Wilkerson said he is not sure what the Sheriffs Department budget will be but said he doesn’t expect anything unusual.
Tune Design has looked at the front of City Hall and can do either sto or stucco repair. City Manager Edwards will check with the original contractor as Tune Design said the sto was installed wrong. Brian Tune will be asked to make a recommendation, but it was felt stucco will probably be best.
Mayor Mullin spoke with Mrs. Dunn, property owner, and she said she would allow the City to put up an entrance sign on her property. Commissioners Burkett and McPherson said the City should get a deed to the area needed. Vice Mayor Wilkerson said we should try to get the property before Mrs. Dunn sells to a developer. The sign will not have a LED display but be pre-wired when installed in case we would need it later. It was felt that man made stone looked better than brick.
Mayor Mullin spoke with Mr. Denham, Lakesite Wine & Spirits, concerning raising inspection fees (Ordinance 173) after the first reading and he was fine with it.
Mayor Mullin said TVA was okay with charging fees possibly in the future if need be at the TVA park (near the old BiLo on Hixson Pike). An amendment to Resolution 74 will need to be done. The park project would not be started until TVA resolves whether the long term easement will involve a land value fee. The City must pay TVA administrative costs. A one year grace period may be applicable for Lakesite’s acceptance of the easement.
Mayor Mullin said the hydrant project on Hale and Daisy Dallas Roads is complete and residents have been notified to check with their insurance companies concerning lower rates.
Mayor Mullin said the Day-Lily planter project in the City park is completed.
Mayor Mullin said the Rails to Trails group have met and walked the area. It will be hard to build a trail adjacent to the rails as the ground has a slope.
Mayor Mullin said changes to the staff holiday schedule will be made at the August or September meeting.
Mayor Mullin said Adam Driver, owner of a shopping strip on Hixson Pike between Daisy Dallas and Dallas Hollow has vacancies; it needs tenants.
A letter was written by Mayor Mullin to the marina partners regarding concerns over project lack of progress and communications with the City. Three active partners said they are looking for someone to buy out the remaining partners so will not be doing much for 6-12 months. Renters should have about six months before they need to find another place to live. Mayor Mullin, City Manager Edwards, Larry Jenno and Trinette Ballard met with ECD representatives to see about alternative housing. The PUD plan submitted by Jaggers Bay was pulled off the RPA agenda for now.
Mayor Mullin said the City received a Three Star award recognition.
Mayor Mullin said Mr. Akins, Thrifty Med Plus Pharmacy, wrote a letter concerning discontent with the police service and mentioned lack of garbage service to the commercial area. Mayor Mullin asked City Manager Edwards to check into costs involved in commercial garbage service.
Mayor Mullin said the developers of the storage unit at the old Bi-Lo site need to provide more information before getting a building permit. The City should consider a moratorium on construction, developing or conversion of existing buildings to future storage facilities and then have a zoning workshop with Yuen Lee, RPA, in August to incorporate the recently completed land use plan and to provide clarification for issues such as needing a special permit for warehouses and requirements for off-site manufactured homes.
Mayor Mullin asked for help with the July 4th picnic arrangements. Vice Mayor Wilkerson will get the drinks and ice and Mayor Mullin will get the barbeque, buns and table set ups. Posters will be made.
Vice Mayor Wilkerson said saturation by the Sheriffs Department will be done on three roads in the City- Lakesite Drive, Lyons Lane and Chimney Hills Drive-for 4-5 hour periods with tickets being issued.
Vice Mayor Wilkerson asked for increased patrol of the park area.
Vice Mayor Wilkerson said there is no prior accidents justification for covering the TVA embankment at the old Bi-Lo site on Hixson Pike.
Mayor Mullin said tests show that the Little Chickey leak was not at the dam. Mr. Boddy had asked the City to pay for the $2500 survey he did to prove the City made an error on their survey of the area of the pond near his property. Commissioner Allis is checking on a shared cost responsibility to involve Barge Waggoner, who authorized the survey.
Commissioner Burkett said the paving is on schedule.
Commissioner Burkett said the center line on the Chimney Hills roads has been done.
Commissioner Burkett said we are waiting for an estimate for the cost of repairing the cut electrical signal loop in the traffic light at Dallas Hollow/Hixson Pike.
Codes Officer Jenno said the burned out car wash will be demolished soon.
Mr. Jenno said a refrigerator at 9406 Hixson Pike has been removed.
Mr. Jenno said the Bayview Road resident with equipment is doing work at his home including installing a sprinkler system and has removed some equipment. He will monitor progress.
Mr. Jenno said Dan Brown has greatly improved his Hale Road property.
Mayor Mullin adjourned the meeting at 7:00 p.m.
