June 15 Agenda Minutes
Mayor Mullin called the meeting to order at 5:25 p.m. Those in attendance were Mayor Mullin, Vice Mayor Wilkerson, Commissioner Burkett, Commissioner Neighbors, City Manager Edwards, City Attorney Elliott, Codes Officer Larry Jenno, Building Official Curt Blair, Intern Hilary Lyons, Yuen Lee (RPA) and Vern Thomas. Commissioner McPherson was absent.
Mayor Mullin said a Zoning Board of Appeals meeting will be held at 8:00 p.m. for a variance to the home at 9104 Old Hixson Pike. The Zoning Ordinance requires a 1600 square foot home. The home received a grant to demolish and rebuild a similar size home, which will be 1033 square feet.
Mayor Mullin pointed out that the marina/slough area could use additional fire hydrants. Curt Blair said it is the owners’ responsibility as it is privately owned and also the water mains are too small.
Mayor Mullin said the TVA park now requires a two-phase approach. The initial phase may also require an archeological study. More in-depth design and engineering questions are to be answered and submitted. Then the application and fee can be submitted.
Mayor Mullin asked about the need for microphones in the assembly room. It was felt that it was probably not necessary.
Mayor Mullin reported that a Rails to Trails public meeting will be held in July.
During discussion of the July 4th celebration, it was suggested we spend up to $700 for fireworks.
David Tate is getting estimates to address moisture issues in the community room downstairs.
City Manager Edwards discussed the moratorium on self storage units. At the July meeting, it can be extended until the end of the year until research can be done by Yuen Lee, RPA, to see about amending the Zoning Ordinance.
There appears to be more encroachment of boat slips at Harbor Lights Marina across the shared slough. The Marina was advised by TVA that they were not in compliance and given thirty days to reply.
City Manager Edwards said the 2008-2009 budget includes a 3% raise for employees and a raise for the Codes Officer as he will be working more hours doing grants, etc. that the interns have been doing in the past. The sanitation cost was raised because of fuel increases. The July 4th celebration line will be raised to $1500. We can pull from reserves for the proposed TVA park, police car equipment, etc. $25,000 will be added for sewers.
City Manager Edwards said the emergency fund can be used when needed. There was a question on the city vehicle travel policy regarding transportation of family members. It could be added as an authorization.
Vice Mayor Wilkerson said the contract with the Hamilton County Sheriff’s Department was signed. Deleted were the reference to opening and closing the park gate, which we do not have yet. He said we still hope to get a traffic surveillance saturation by officers in the City soon.
Codes Officer Jenno reported more equipment on Daisy Dallas Road at the Brown’s but it seems to be cleaned up more than before. The dirt pile is down. Commissioner Burkett said the area still needs improvement. Curt Blair said he did not think there were any gas, oil, etc. leaks into the soil. The storm-water agency may need to be informed of dirt moving. There was a consensus that privacy fencing should be erected.
Vice Mayor Wilkerson said the OK Corral on Daisy Dallas Road is a safety concern. The owner hasn’t been cooperative about demolishing it.
There was discussion about property around the pond.
Curt Blair said the street name will be changed to Lyons Lane from Hixson Pike to Love Lane. Also the street from the pool to Dockside Drive will be named Thrasher Trail.
Commissioner Burkett said Warwickshire Drive has been resurfaced and will be observed as a new mixture was laid. Prairie Schooner Circle and Buffalo Lane will be done next fiscal year. Cuts will be made to the inside of Prairie Schooner and to the side away from the water on Buffalo to lay pipes should sewers become available so that the road work will not be disturbed later.
Yuen Lee said the Land Use Plan/Zoning conformance draft should be ready in about six months.
Mayor Mullin adjourned the meeting at 7:00 p.m.
