Agenda Workshop Meeting            July 17, 2007


Vice Mayor Wilkerson called the meeting to order at 5:40 p.m. Those in attendance were Vice Mayor Wilkerson, Commissioner Allis, Commissioner Burkett, City Manager Edwards, Codes Officer Larry Jenno, Building Official Curt Blair, Maintenance Dave Tate and Vern Thomas. Those absent were Mayor Mullin, Commissioner McPherson and City Attorney Elliott.


City Manager Edwards said Tune Design had some options - repairing holes in the front of the building, repairing with STO or using stucco. Since he felt we did not have a good experience with STO and it may weather in the future, he favored stucco. All of the building can be done or any part of it, but to do all will cost about $15,000. We could do damaged areas and see how it looks. Vice Mayor Wilkerson also liked stucco. Commissioner Allis favored doing the whole building. Curt Blair said stucco was brittle. Vice Mayor Wilkerson said we could check on getting compensation from the STO contractor, but City Manager Edwards said generally warranties are limited to a year. City Manager Edwards will ask for a recommendation at the Regular Meeting.


A meeting was held with TDOT concerning a City entrance sign. If the City sign is on the State ROW (16 feet-13 feet from the sidewalk), the sign must be regulated particularly concerning break away posts. The City can put the sign off of the State ROW but must check for sight visibility. Vice Mayor Wilkerson said we should work with new prospective buyers of property there, not just Mrs. Dunn alone, so that she can sell the property she owns there if she wants.


Vice Mayor Wilkerson said the proposed City park site near the old BiLo on Hixson Pike is in final stages of approval and looks like there will be no problems. We may be able to add charges for use in the future if need be.


Vice Mayor Wilkerson said the staff holiday schedule can be discussed at the August meeting, but it had an informal blessing of dates submitted to the Commissioners.


The marina docks A and C will be occupied but dock B which had some damage was to be free of most boats docked there.


A question was asked concerning a retention pond at the old BiLo site, but Curt Blair said its not needed if the area is not disturbed.


Vice Mayor Wilkerson and Attorney Elliott met with representatives from the Sheriffs Department and the Sheriffs Department will enforce our ordinances, however we can not take the cases to Sessions Court. Judge Stulce could be asked to preside at the Lakesite City Court one day a quarter; he could be paid extra if he holds court. A ticket book could be made for Lakesite for citations. The Sheriff’s Department will serve up to thirty summons a year at no extra cost. Vice Mayor Wilkerson said he sees no major cost increase for the Sheriff’s contract. He said a saturation will be done two or three days for three or four hours on Chimney Hills Drive, Lakesite Drive, Lyons Lane and Glengerrie Drive.




Vice Mayor Wilkerson said he checked Thrifty Med Plus 911 calls as the owner had said he had not gotten adequate police coverage. Two calls had been reported; the robbery suspect was caught quickly and the break in suspect was caught in a few minutes.


Curt Blair reported that the traffic signal malfunctioning at Dallas Hollow is being repaired when parts come in.


Commissioner Allis said a full liner for Little Chickey costs about $240,000 and appears to be the best solution. A clay tamp is cheaper but it may not be successful. He would like to follow up on grant money for Little Chickey which the intern had located.


Commissioner Allis said the speed humps for Chimney Hills was voted against by one vote at a recent Homeowners Association meeting. They appreciated the painted center line but now would like a no street parking at night sign at the entrance.


Commissioner Allis said a lot next to 2318 Chimney Hills Drive has a downed tree. It appears to be an easement lot and it will be checked to see who the owner is.


Commissioner Burkett said the first year maintenance program is done. A project scope will be done for this fiscal year. He said he will check the Glengerrie Drive paving job pointed out by Mr. Tallent.


Larry Jenno said the property on Hale Road is much cleaner; the Daisy Dallas Road has the equipment lined up better and some of the dirt pile is gone.


Mr. Jenno said a Lakesite Drive resident was notified about vehicles which appear to be non- operable.


Mr. Jenno reported that the car wash owner said Mitchell Shelton will do the demolition on the burned out business by the end of the month.


Mr. Jenno said the owner of an above ground pool on Dallas Place was notified to place a fence around the pool.


Mr. Jenno said the City of Chattanooga’s ordinance said dogs and cats must be spayed or neutered and have all their shots if they are not restrained. Our ordinance doesn’t mention cats. He will get a short revision from Mike Tallent, MTAS, for nuisance cats. Commissioner Burkett said enforcement is a problem and only needed if there is a complaint.


City Manager Edwards said we should amend our zoning ordinance concerning storage warehouses soon. We need to address a change from C1 permitted use to requiring a special permit. It was asked if we have just cause for denial. City Manager Edwards said it may not fit our Lane Use Plan guidelines. Yuen Lee will be asked for help. Commissioner Burkett said it was okay with him to limit the location so that it is off the main roads. Vice Mayor Wilkerson said he thought we should leave the moratorium in place until we get imput from Ms. Lee.


Vice Mayor Wilkerson adjourned the meeting at 6:55 p.m. .
