Agenda Workshop Meeting                       July 15, 2008



Mayor Mullin called the meeting to order at 5:20 p.m. Those in attendance were Mayor Mullin, Vice Mayor Wilkerson, Commissioner Burkett, Commissioner McPherson, Commissioner Neighbors, City Manager Edwards, City Attorney Elliott, Codes Officer Larry Jenno, Building Official Curt Blair, Vern Thomas, and David Howell.


Vice Mayor Wilkerson explained Crime Night Out which would emphasize crime awareness in local areas, tied in with a national effort scheduled in August. He felt that we would not have enough time to do an effective job this year. The national effort has a bigger media coverage and a better time to do this would be next year. Attention to this can be brought up during clean up month in April and during the July 4th activities in the park. Mayor Mullin said we should be proactive.


Vice Mayor Wilkerson reported that he will get with the Sheriffs Department concerning the traffic violator saturation in the City as he felt it had not yet been done.


Vice Mayor Wilkerson said officers had not received information on court dates (September and January). Larry Jenno had sent it to Ms. Atkinson and she had forwarded it but it will be checked on.


Vice Mayor Wilkerson said he could not get information on the truck running stop signs as there are several shifts and drivers and the company needed more information to act.


Commissioner Burkett said concerning road work, that fog seal was ruled out as being messy (getting on cars, etc.) and he was not comfortable with chip n seal. Warwickshire Drive has a half inch overlay as the road base was in good condition. It was slow to cure and there were some gouges from cars exiting driveways which will be repaired if needed. This will add 12-15 years to the road life. The Warwickshire overlay condition will be checked again in October. The best time to pave is early spring or late fall. Buffalo Lane and Prairie Schooner Circle need cracks filled, etc. and a full overlay during this fiscal year. The width is substandard and prep work was done in June (the past fiscal year). Sewer cuts will be made before road work begins.


Mayor Mullin said we need to over-communicate with residents on work being done.


Curt Blair said, concerning Little Chickey, he requests a contract to start on Phase 1 to use lake water or a well for a water source. The well is a better idea and cheaper in the long run. There is a need to fix the overflow and get an aerator, pumps, etc. as well as an infrastructure-electrical, pipes, etc. Some of this work can be done locally. The survey will be about $6600 with a $3000 mark down from Barge Waggoner making it $3600. Attorney Elliott said it is illegal to bid engineering services.


Curt Blair said the GIS road and address changes have been made to parts of Thrasher Trail and Bayview Road. Any other changes can be brought up by the City if there is a problem.

Curt Blair said he did not see a problem clogging the drain at 2411 Lakesite Drive. The drainage problem at 9417 Thrasher Trail (2527 Lyons Lane) has not been addressed yet. The drainage problem at 2405 Lyons Lane is repaired. He said the drainage problem on the Brown property on Daisy Dallas looks okay after rains-although it was brought up that water standing there could get stagnant. Mr. Blair said the Dallas Bay Church/Daisy Dallas Road area problems are settled. Tim Brown and the church came to an agreement and the sheer wall will be removed between the properties.


Mayor Mullin said he had asked Dan Brown for a privacy fence along Daisy Dallas Road to help cover the large equipment there.


Larry Jenno reported he and Humane Society Officer, Don Adams, rode together looking for stray dogs or those loose in the City. There had been a dog bite reported on Daisy Dallas Road. The Health Department was notified.


Larry Jenno said Mr. Albury had twenty days to comply with the demolition of the OK Corral on Daisy Dallas Road as it is unsafe.


Larry Jenno reported that he had visited ten businesses concerning the Sign Ordinance. He said most were cordial, but later on portable signs will have to be removed.


Mr. Jenno said the Bray home on Old Hixson Pike, which had received a grant to demolish and rebuild the house, was near completion.


Mayor Mullin said rules have changed concerning the TVA park on Hixson Pike near the Total Storage complex. They now need a detailed project plan. Otherwise we will receive approval for the land easement but not the improvements.


Commissioner McPherson said the City had an inspection from the Storm Water and there was nothing alarming found.


Commissioner McPherson said the City car and truck tires need changing if they are over six years old as they get dry rot. Dave Tate will get estimates.


Attorney Elliott reported, that according to MTAS, a citizen can swear out a warrant, fill out a complaint, and go to court for ordinance violations.


Vice Mayor Wilkerson adjourned the meeting at 6:55 p.m. as Mayor Mullin was called away on a emergency.
