February 19, 2008 Agenda Minutes
Mayor Mullin called the meeting to order at 5:30 p.m. Those in attendance were Mayor Mullin, Vice Mayor Wilkerson, Commissioner McPherson, City Manager Edwards, City Attorney Elliott, Codes Officer Larry Jenno, Building Official Curt Blair, Intern Hilary Lyons, Vern Thomas and Greg Butler, GIS. Commissioner Burkett was absent.
Mayor Mullin said Commissioner McPherson had been reappointed as a Lakesite representative to the Hamilton County Water Quality Program (Storm Water Pollution Control) for a four year term.
Mayor Mullin said the marina partnership had been given a copy of Ordinance 178, Planned Residential Development, for comments before the final reading and none were received.
Mayor Mullin reported Barge, Waggoner and Co. had worked up drawings of the Rails to Trails project and they were available for viewing.
Mayor Mullin said the technical assistant from TTAP looked at the speed tables on Lakesite Drive and will get back with a recommendation.
Mayor Mullin said there was nothing to report on the restroom in the park.
Mayor Mullin said there will be a March 11, 2008, meeting with TVA regarding the possible City park on Hixson Pike across from the old BiLo building.
Commissioners discussed applicants for the Commission vacancy resulting from the resignation of David Allis. City Manager Edwards said appointments can affect the future.
City Manager Edwards and City Attorney Elliott reported no news from the company wanting to erect billboards. Attorney Elliott had sent a letter earlier concerning our Sign Ordinance.
Attorney Elliott was readying a case to take to court concerning Ms. Donilon’s garage corner being on City property. He asked when the home was built.
Hilary Lyons is updating the web site and has mailed out to about 100 businesses information about Lakesite. Rite Aid has expressed an interest in locating here. Total Storage would like to develop the area between their building and Dallas Hollow Road by encapsulating a stream located there. A meeting has been held with the Tennessee Department of Environmental Quality.
City Manager Edwards said the City needs a travel policy. He said the MTAS policy is too complex for our purpose. He will get a policy together by the next meeting. This must be filed with the State.
City Manager Edwards said he will attend a ICMA meeting in March.
City Manager Edwards gave the Commissioners a graph showing the sales tax revenues.
City Manager Edwards said he had reinvested a $84,000 CD.
Vice Mayor Wilkerson said our Sheriffs Department contract will not be affected by the resignation of Sheriff Long. New leadership will be decided by March 5, 2008. Our contract needs to be renewed July 1, 2008. If we wish any additional things to be added, let him know by the March meeting.
Commissioner McPherson said that Tim McDonald was nominated to replace Caren Ruffner, who resigned from the Storm Water Program.
Commissioner McPherson said, that if sewers run on your street, you must pay the monthly rate whether or not you tie on. You must tie on if your septic system needs repair. WWTA puts money into the trunk line. For new subdivisions. developers put the lines in to the homes then turn them over to the WWTA to inspect and maintain.
Greg Butler, GIS, said that there were three Shoreline Drives in the County and that ours was the easiest to change as there is only on home on the pubic section and one owner on the private section of the road. He recommends that the name of a section of Bayview Road with 13-14 homes be renamed later. A response is needed from a majority of the residents on that street. GIS is readdressing a policy to bring into conformance street names in the County to allow better coverage for emergency services, 911 calls, etc. The Shoreline Drive change was favorable to those involved.
Mayor Mullin said the Central Baptist Church would like to do a community service project on April 20, 2008, such as a beautification project. Larry Jenno said they could to street clean up or bring items to the dumpsters behind City Hall for elderly people.
Curt Blair reported some work had been done on the Wilson home drainage problem on Lyons Lane. The culvert is stopped up with silt.
Curt Blair said McConnell School Road is done and seem to be okay. The ditch may be changed if property development work is done later.
Curt Blair said the Dallas Bay Church had worked out their excavation issues with adjacent property owners.
The tile at the Buffalo Lane/Prairie Schooner intersection is installed. Rip rap was laid to absorb and allow water to go through the tile even if leaves gather on top of it.
Curt Blair reported work has begun on the Daisy Dallas survey for ditch work to be done. Mr. Beavers will pay for a section of the pipe.
Little Chickey seems to be holding water, Mr. Blair reported.
Larry Jenno said the cat issue on Glengerrie seems to be settled.
Mr. Jenno said Diane White, SE Development District, went with him to check on eight homes that could use a grant to rehabilitate and were on major roads. The deadline for the grant is April 15, 2008.
Larry Jenno was asked to check on “cars for sale” on the right-of -ways.
Mayor Mullin adjourned the meeting at 7:00 p.m.
