Agenda Workshop Meeting              August 21, 2007


Mayor Mullin called with meeting to order at 5:30 p.m. Those present were Mayor Mullin, Vice Mayor Wilkerson, Commissioner Allis, Commissioner Burkett, Commissioner McPherson, City Manager Edwards , City Attorney Elliott, Codes Officer Larry Jenno, Building Official Curt Blair, Intern Hillary Lyons, Maintenance Dave Tate and Vern Thomas.


Roberta Thomas expressed thanks to those who made the July 4th celebration a success. Vice Mayor Wilkerson purchased the drinks and ice, Curt Blair and daughter, Heather, put on the fireworks display, Dave Tate cleared the fireworks debris, Mayor Mullin cleaned the pavilion, got the barbecue and buns, set up extra tables and cleaned up after the fireworks.


City Manager Edwards introduced the new intern, Hillary Lyons.


City Manager Edwards said Tune Design is ready to begin work doing stucco work on the building, particularly the front and back areas, at a cost of about $7,000. They will give a 10 year warranty and are insured. A contract is ready to be signed.


City Manager Edwards said Doug McGill, Waste Connection, did a survey in the commercial area to find out their needs for trash pickup. The monthly estimate would be $2,088.90 and the annual increase to the sanitation budget would be $24,219.88. Fuel surcharges would be extra. Attorney Elliott said there are reasons most cities do not provide garbage service to the commercial areas. Existing contracts would need to be honored. Sanitation is the biggest budget item the City has. It could also cause more administrative and equity problems. Commissioner Burkett asked why we should provide the service. Mayor Mullin said to give back to those who support the City with taxes.


Two developers are interested in the Reeves and Floyd properties on Hixson Pike but owners are not eager to sell. Development of the entire tract is probably a good idea rather than just selling sections of the properties one at a time.


City Manager Edwards recommended the City be consistent with other cities concerning staff holidays. He will check with other cities on their holiday schedules. This will be tabled until the September meeting.


City Manager Edwards said Dave Tate would like to take a heating/air conditioning class at Chattanooga State after work. Money is in the budget for training and development. He recommended approval per semester.


City Manager Edwards is trying to contact Harold Austin, Hamilton County Highway Department, concerning Daisy Dallas Road at Tim Brown’s property to see if they will contract with the City to do ditch work to help with drainage.


Mayor Mullin said a home on Glengerrie Drive had fire damage. The new hydrants were a big help.


Mayor Mullin handed out a bulletin from Diane White, Tennessee Housing Development Agency, concerning an emergency repair program for the elderly. Money is available (matching fees) and also for repair to a home on a main street.


Mayor Mullin said Barge Waggoner had made an error on the pond survey and Mr. Boddy had an additional survey done to get the correct boundaries and spent $2,500 which he wanted reimbursed for. Barge Waggoner offer the City $3,000 in services with no end date. Mayor Mullin recommended reimbursing the Boddy’s $1,500. Attorney Elliott said it was legally acceptable and Commissioner Allis was in support.


The survey also showed that the corner of Sue Donilon’s garage was slightly over on the city property line and her fence was about 27 feet over her property line. Lots on both sides of her belong to the City and her property line could be moved ten feet to allow her garage to be on her property and meet the ten foot zoning requirement. The other side of her lot would allow for a ten foot gain to the City property. A corrected plat needs to be recorded. The fence issue is not as big a problem, but Attorney Elliott said a boundary line agreement must be made.


Mayor Mullin said the City entrance sign must be a breakaway sign if placed on the State right of way. This could be a temporary measure and a more permanent sign erected if we get an easement but it may be awhile before that property might be sold to a developer.


Mayor Mullin said the TVA property, on Hixson Pike near the Old Bi-Lo store, has received approval for use by Lakesite. We should get more information by September 5, 2007, when the TVA project manager returns from vacation.


Mayor Mullin said to cover up the ditch at the old Bi-Lo site did not look favorable. He will speak with Caren Ruffner, Storm Water Pollution Control.


Mayor Mullin said to think about putting restrooms in the park. Commissioner Allis has issues with lack of supervision.


Vice Mayor Wilkerson said Sgt. Max Templeton will be the new Sheriffs Department point of contact.


Vice Mayor Wilkerson said the saturation program is still in schedule but he has had no complaints recently concerning speeders, go carts, etc. He said the speed humps have helped greatly.


Commissioner Allis said Barge Waggoner recommended a cost of $250,000 to fix the leak in the pond. The City could check on grants but he recommends shelving the project for now and if, in the future, the project is looked at again the groundwork has been done. With the TVA park property, approval of that should be our next focus. The pond cannot be backfilled as it is a natural wetland. Commissioner Allis did suggest that the pond be cleaned out while it is in a dry state as part of maintenance upkeep. Vern Thomas recommended the City communicate with residents nearby as to what is to be done.


Commissioner Burkett said one third of the roads budget was spent on McConnell School Road, which was a big project. Winter projects include crack sealing. He and Mayor Mullin will further discuss the relative merits of seal coating versus overlays.


Commissioner Burkett said he met with Paul Tallent about his concerns on the Glengerrie paving job and with Mr. Johnson concerning drainage problems on Dallas Hollow Road. He said Mr. Johnson’s culvert would be his responsibility. He said he saw the pictures of Tim Brown’s drainage problems on Daisy Dallas Road.


Mayor Mullin adjourned the meeting at 7:00 p.m.
