April 15, 2008 Agenda Minutes
Mayor Mullin called the meeting to order at 5:10 p.m. Those in attendance were Mayor Mullin, Vice Mayor Wilkerson, Commissioner Burkett, Commissioner McPherson, Commissioner Neighbors, City Manager Edwards, City Attorney Elliott, Codes Officer Larry Jenno, Intern Hilary Lyons, Building Official Curt Blair, Yuen Lee (RPA), and Vern Thomas.
City Manager Edwards said that a revised budget most likely will be needed. He reported that revenue is up. More will be added to the attorney fee line and he will add $1500 for elections. More will be added to the inspection expenses line for training and classes and for insurance and bonds, in case it is needed. The judges fee line will be $800 more as he also needs training classes each year.
City Manager Edwards said he put in $27,000 for Commissioners expenses and unused roll over from last year will increase it somewhat. A discretionary fund will be considered. He said he would budget $8000 for retail development. The public works line has gone up, building maintenance has gone down.
City Manager Edwards added $25,000 for road work to accommodate possible future sewers. Curt Blair said the WWTA should use the right of way for utility lines behind lots so that they don’t cut into the roads to lay sewer lines. City Manager Edwards said the Humane Society line will stay the same $12,000.
The Sheriffs Department vehicles cost is up from $44,000 to $50,000. It was suggested hiring off duty officers for speeders and other violators rather than use on duty officers who may have to go on calls. City Manager Edwards plans to add extra hours for Codes Officer Jenno since the interns will no longer be used.
Mayor Mullin said there were comments about the slips in the slough inlet and felt that Jaggers Bay partners should be concerned about the amount of room being taken up by Harbor Lights.
Mayor Mullin said residents adjoining the TVA proposed park land have been notified. TVA will do a conceptual design. Resolution 79 will extend the time line for application for the land for long term use for an additional twelve months.
A travel/vehicle use policy will be ready for the May meeting.
Mayor Mullin said the Community and Economic Development meeting he attended on April 15, 2008, had speakers concerning Corridor K, the bridge across the Tennessee river, Enterprise South, and other issues. He said Melissa Taylor is the new TPO director.
Vice Mayor Wilkerson said Resolution 80 is needed to enter into a new three year contract with the Hamilton County Sheriffs Department. Changes made were to make the word “park” plural and to have them open the TVA park at sun up and close it at sundown. Also there is a 5% increase in costs. This will be the fourth contract entered into with the Sheriffs Department with a time frame of one year, renewable for two additional years.
Attorney Elliott said the billboard issue may have gone away since we have not heard from the interested party although they have up to a year to submit an application for signage.
Attorney Elliott said Ms. Donilon had not been available and therefore has not been served notice concerning moving her lot lines.
Attorney Elliott said our insurance coverage for vehicles should be up to $700,000 which it is.
Commissioner McPherson said WWTA proposes to build a sewage disposal plant along the Tennessee River by the McMinn County line.
Commissioner Burkett said road maintenance appears to have done the right treatment on the right roads at the right time as the index went from 81 to 92. There will be a significant expenditure again next budget year.
There is algae in Little Chickey and it may require an aerator. There is a credit from Barge, Waggoner Company, if we want to consider a well and other engineering work.
Curt Blair said that GIS wants to change Thrasher Trail to Lyons Lane from the Bayview intersection to Love Lane. There was a suggestion to have Thrasher Trail go from the pond area all the way to Shoreline (now Dockside Drive) which is now a part of Bayview Road.
Codes Officer Jenno said he would begin enforcing the sign ordinance in May. He said the residents are using the dumpsters brought in for the clean up campaign. Six families have signed up to use the service of the church volunteer group on April 20, 2008. The volunteers will also clean out a park ditch.
Yuen Lee, RPA, said in checking the property to the south of our city limits on Hixson Pike, she noted the revenue would only be about $52,307 if we annexed the area as much of the area doesn’t pay taxes (county owned, federally owned, religious usage, fraternal usage, community lots and county schools). She estimated nine and one half miles of roads would be included.
Mayor Mullin adjourned the meeting at 7:00 p.m.
