Agenda Workshop Meeting                    August 19, 2008



Mayor Mullin called the meeting to order at 4:30 p.m. Those in attendance were Mayor Mullin, Vice Mayor Wilkerson, Commissioner Burkett, Commissioner McPherson, Commissioner Neighbors, City Manager Edwards, City Attorney Elliott, Codes Officer Larry Jenno, Building Official Curt Blair, David Tate: Maintenance, Yuen Lee: RPA, David Howell and Vern Thomas. Ms. Sharon Dailey, Tinkers Bar-B-Que attended part time.


There will be a request for a tattoo shop, which is not on the permitted businesses list in the zoning ordinance. Vice Mayor Wilkerson said in the C1 Commercial Zone section of the Zoning Ordinance (q) says any commercial operation similar to the above deemed appropriate by the Commission. Attorney Elliott said the Commission can specify what they want or do not want in the Zoning Ordinance.


Mayor Mullin said there was a question raised regarding residency on commercial property at Tinkers Bar-B-Que.


Jaggers Bay at the marina area has provided informational copies of plans for a residential area which will be called vacation homes. There are 322 homes and cottages proposed. There was a question about these becoming long term residences and the proposed RV park becoming a mobile home park. There was a question about whether the TVA deed allows such structures which may very likely become long-term residential properties. The current City zoning for this area may preclude the lot size and density shown on the information plans provided. Commissioner Neighbors asked what if they do Phase 1 and stop. There is no application presented yet. Jaggers Bay must go through a process. Commissioner Burkett felt it should be tabled until when they have definite plans and make a formal application.


City Manager Edwards said comments led to checking with TML about liability for those who do our right-of-way mowing and trimming. TML said they must have a certificate of insurance for one million dollars. Work needs to be bid out. The City has a good informal relationship with the present service provider. It was felt the City should get a written contract with specs. City Manager Edwards said he prefers using contractual labor for jobs such as mowing, paving, etc. as employee relationships are more complicated. The contractor should be licensed and to bid on a contract he should have a state license if the job is over $25,000.


Mayor Mullin said we should look ahead and inform residents of work to be done in their area. Commissioner Neighbors said it is hard to have exceptions when mowing and trimming. It was felt cuttings should be disposed of properly. Possibly we could pile cuttings and have Waste Connection get them every so often


Mayor Mullin met with John Brown, Barge, Waggoner, Co. concerning the TVA park. The Phase 1, Step 1 submittal was fine but a more detailed report on what the City will do with the land is needed.


Mayor Mullin said those involved with the Rails to Trails project will meet with Mayor Ramsey. The application fee for the project is $5,000 and he would like the City to donate $1,000 from the park fund. The money will be returned if the application is not made. Commissioner McPherson felt it was not in the City and would cost more than that in the end.


Mayor Mullin said a meeting concerning the toll bridge will be September 4th from 6-8 p.m. at the Soddy-Daisy High School.


Mayor Mullin said Curt Blair and David Tate are getting estimates concerning the moisture issue in the downstairs, mainly in the community room.


Vice Mayor Wilkerson said the safety saturation and speed checkers were here and with a 15 mile per hour window, only 4% of speeders were ticketable. Daisy Dallas was also checked.


Dave Tate reported the only problem found during the TML inspection was that the fire extinguishers were not up to date.


Curt Blair said the drainage pipe was laid at the Holly Hill/Pineway Trail intersection using 60' of pipe in storage. He reported the pipe being laid on Hixson Pike was a water line.


Prep work on Prairie Schooner Circle and Buffalo Lane is being finished up with 3 or 4 more cuts to be made in the road. The roads there will be resurfaced in September in about 3 days time.


Commissioner McPherson said the state storm water permit has expired for the group but a new permit will be received.


Larry Jenno reported that Mr. Albury had complied with the demolishing of his building on Daisy Dallas. He also reported that he had ridden with the Humane Society officer as he patrolled the City. He said there were abandoned cars on Dividing Ridge Road and Lakesite Drive and he would contact the owners.


Vice Mayor Wilkerson moved to adjourn. Mayor Mullin adjourned the meeting at 7:50 p.m.
