MINUTES OF THE REGULAR STATED MEETING OF THE LAKESITE CITY COMMISSION SEPTEMBER 20, 2011

Mayor Wilkerson called the meeting to order at 7:10 p.m. Commissioner Howell gave the Invocation. Commissioner Burkett led the Pledge of Allegiance. Roll was called with Mayor Wilkerson, Commissioner Boddy, Commissioner Burkett, Commissioner Howell, City Manager Edwards and City Attorney Elliott present. Vice Mayor McPherson was absent. Commissioner Howell made a motion to accept the minutes of the Regular Meeting and the Agenda Workshop Meeting, both held on August 16, 2011. Commissioner Burkett seconded the motion. All Commissioners voted aye and the motion passed.

Jodi LaCroix was introduced as the new City Recorder/Office Manager to replace Roberta Thomas, who is resigning because of health reasons.

Janice Atkinson, Hamilton County Sheriffs Department, gave the following report for the month of August 2011: traffic citations 43, traffic warnings 60, traffic crashes 6, watch lists 3, thefts 2, burglary 1, burglar alarms 4, park & walk 6, and a total of 296 calls for service.

Assistant Chief Jack Brellenthin, Dallas Bay Fire Department, reported for August 2011 the following: building fire 1, trash fires 2, rescue/EMS 25, vehicle accident with injuries 1, oil or other spill 1, persons in distress 2, alarm malfunction 1, and CO detector malfunction 1, for a total of 34 calls. Assistant Chief Brellenthin said to use caution when burning outdoors as burn season begins October 1st. He said he will get us a copy of the audit report when it is ready. Mayor Wilkerson asked if schools pay for fire protection and he thought that they did not. He said he thought Camp Columbus paid their donation each year but he would check.

Val Hargis asked about brush disposal and that dogs and cats were running loose on her property. She was not sure where the animals came from but will talk with Codes Officer Jenno to try to locate the owners.

City Manager Edwards said three parcels of land from Hixson Pike to Camp Columbus were being considered for annexation. No homes are involved but two schools and a fire station are in these parcels. Commissioner Burkett made a motion to authorize the City Manager to have the Regional Planning Agency do a study on annexing the three parcels of land (084-015, 083-172 and 083-173). Commissioner Boddy seconded the motion. All Commissioners voted aye and motion carried.

Concerning the gateway sign to be erected at the south end of Lakesite on Hixson Pike, Commissioner Howell made a motion to proceed with the project. The City has a grant of which we must pay 20%. Commissioner Burkett seconded the motion. All Commissioners voted aye and motion carried.

Commissioner Burkett made a motion to proceed with changing over the remaining ten street lights on Hixson Pike which are not now LED. Commissioner Howell seconded the motion. All Commissioners voted aye and motion carried.

Commissioner Boddy, Budget & Finance, said the budget is still on track early on in the fiscal year.

Commissioner Burkett, Public Works, said recommendations have been received from our engineering service on road maintenance and work can begin this fall.

Commissioner Howell, Parks & Recreation, reported that bids have been received on the pond project and the low bid of $39,400 from Team Contracting was accepted. He made a motion to proceed with the project as money is budgeted for the renovation. Commissioner Burkett seconded the motion. All Commissioners voted aye and motion carried. Commissioner Howell made a motion to pass Ordinance 205, the caption of which was read as follows: An ordinance to amend the Lakesite Zoning Ordinance, as referenced in the Lakesite Municipal Code Title 14, Chapter 2, of the City of Lakesite to update parking requirements in all zones. A public hearing had been held at the August meeting during the first reading. Commissioner Boddy seconded the motion. Roll call vote: All Commissioners voted aye and Ordinance 205 passed on second and final reading.

Commissioner Burkett made a motion to pass Resolution 94, the caption of which was read as follows: A resolution authorizing and supporting the submission of an application for recreational trails program funds (RTP) for Lakesite Park. This is for an area along Hixson Pike. Commissioner Howell seconded the motion. All Commissioners voted aye and motion carried.

Commissioner Boddy made a motion to pass Ordinance 206, the caption of which was read as follows: An ordinance to establish a debt policy by amending the Lakesite Municipal Code Title 5, Chapter 3 of the City of Lakesite establishing a set of parameters by which debt obligations will be undertaken by the City of Lakesite. The policy must be in place by the end of the year. Commissioner Burkett seconded the motion. During roll call vote, all Commissioners voted aye and Ordinance 206 passed on first reading.

Commissioner Howell made a motion to adjourn. Commissioner Burkett seconded the motion.

Mayor Wilkerson adjourned the meeting at 7:50 p.m.
