MINUTES OF THE REGULAR STATED MEETING OF THE LAKESITE CITY COMMISSION AUGUST 16, 2011

Mayor Wilkerson called the meeting to order at 7: 05 p.m. Commissioner Howell gave the Invocation. Vice Mayor McPherson led the Pledge of Allegiance. Roll was called with Mayor Wilkerson, Vice Mayor McPherson, Commissioner Boddy, Commissioner Burkett, Commissioner Howell, City Manager Edwards and City Attorney Elliott present. Commissioner Howell made a motion to approve the minutes of the Regular Called Meeting and Agenda Workshop Meeting, both held on July 19, 2011. Vice Mayor McPherson seconded the motion. All Commissioners voted aye and motion carried.

Janice Atkinson, Hamilton County Sheriffs Department, gave the following report for July 2011: traffic citations 14, traffic warnings 33, burglar alarms 8, burglary 1, traffic crashes 3, watch list 7, park & walk 1 and 235 calls for service. Ms Atkinson was asked to have patrols watch for cars congregating in parking lots.

Assistant Chief Brellenthin, Dallas Bay Fire Department, reported for July 2011 the following: vehicle fire 1, trash fire 1, rescue/EMS 22, vehicle accident with injuries 2, watercraft rescue 1, service call 1, and alarm malfunctions 2 for a total of 32 calls. He said the new first responder truck should be here soon. Also the Department will be getting new breathing air systems which FEMA will pay 90% of. He said the audit draft is done and they should have it for us by September.

City Manager Edwards said the City had budgeted for a new truck. Commissioner Burkett made a motion to have the City Manager proceed with the purchase through a State contract (which does not require bidding) not to exceed $22,000. Vice Mayor McPherson seconded the motion and all Commissioners voted aye and motion was approved. A decision will be made in September as to the disposal of the present truck.

Commissioner Boddy said the budget is on track, but it is just the beginning of the fiscal year.

Commissioner Howell said the website is now ready.

Commissioner Howell made a motion to change out the lights in the park (for a total of 10 lights) and for the City Manager to proceed with getting bids. Commissioner Boddy seconded the motion and all Commissioners voted aye and motion carried.

Vice Mayor McPherson made a motion to pass Ordinance 204, the caption of which was read as follows: An ordinance to amend the Lakesite Zoning Ordinance, as referenced in the Lakesite Municipal Code Title 14, Chapter 2, of the City of Lakesite to include car lots as a permitted use in the C-1 Commercial Zone and to incorporate a definition therein. There being no comments during the public hearing, the public hearing was closed. Commissioner Burkett second the motion. During roll call vote all Commissioners voted aye and Ordinance 204 passed on second and final reading.

Commissioner Burkett made a motion to pass Ordinance 205, the caption of which was read as follows: An ordinance to amend the Lakesite Zoning Ordinance, as referenced in the Lakesite Municipal Code Title 14, Chapter 2, of the City of Lakesite to update parking requirements in all zones. It was explained that this would put all together under Section 307. There were no comments during the public hearing and it was therefore closed. Vice Mayor McPherson seconded the motion. During roll call vote all Commissioners voted aye and Ordinance 205 passed on first reading.

Commissioner Burkett made a motion to adjourn. Commissioner Howell seconded the motion. Mayor Wilkerson adjourned the meeting at 7:30 p.m.
