MINUTES OF THE REGULAR STATED MEETING OF THE LAKESITE CITY COMMISSION MAY 17, 2011Mayor Wilkerson called the meeting to order at 7:00 p.m. Commissioner Burkett gave the Invocation. Vice Mayor McPherson led the Pledge of Allegiance. Roll was called with Mayor Wilkerson, Vice Mayor McPherson, Commissioner Boddy, Commissioner Burkett, City Manager Edwards and City Attorney Elliott present. Commissioner Howell was absent. Vice Mayor McPherson made a motion to accept the minutes of the Budget Workshop Meeting, the Agenda Workshop Meeting and the Regular Meeting, all of which were held on April 19, 2011. Commissioner Burkett seconded the motion. All Commissioners voted aye and motion carried. Janice Atkinson, Hamilton County Sheriffs Department, gave the following report for the month of April 2011: traffic citations 23, traffic warnings 36, burglar alarms 3, burglary 1, thefts 2, traffic crashes 8, watch list 0, park and walk 1 and 318 calls for service. Ms Atkinson said many calls were related to power lines down during the recent storm. Assistant Fire Chief Brellenthin, Dallas Bay Volunteer Fire Department, reported they also had more calls during the recent storm and gave the report for April 2011: trash fires 3, power line down 1, rescue/EMS 24, vehicle accidents with injuries 3, persons in distress 2, public service 2, alarm malfunction 3, flooed assessment 3, for a total of 41 calls. Mayor Wilkerson thanked the Fire Department, Sheriffs Department, David Tate, John Scott and Curt Blair for their efforts during the storm. City Manager Edwards explained that the City has budgeted and donated to the Lakesite Recreation Club in the past and they have asked for help with reroofing the pool house. The pool is an asset to the City and therefore they need our support. Commissioner Burkett made a motion to donate $2,500 to the Lakesite Recreation Club. Commissioner Boddy seconded the motion. All Commissioners voted aye and motion carried. Commissioner Boddy said the Commissioners are currently working on the budget for 2011-2012. Commissioner Burkett made a motion to pass Ordinance 200, the caption of which was read as follows: An Ordinance of the City of Lakesite, Tennessee, amending the budget for the fiscal year beginning July 1, 2010 and ending June 30, 2011. Vice Mayor McPherson seconded the motion. There were no comments during the public hearing. During roll call vote all Commissioners voted aye and Ordinance 200 passed on second and final reading. Vice Mayor McPherson made a motion to pass Ordinance 201, the caption of which was read as follows: An Ordinance to amend the Lakesite Zoning Ordinance, as referenced in the Lakesite Municipal Code Title 14, Chapter 2 of the City of Lakesite in relation to Day Care Centers and Day Care Homes. During the public hearing the ordinance was explained so as to allow day care, with the Commissions approval, as to location, traffic flow, safety issues, etc. Commissioner Burkett seconded the motion. Roll call vote: All Commissioners voted aye and Ordinance 201 passed on second and final reading. Commissioner Burkett made a motion to pass Ordinance 202, the caption of which was read as follows: An Ordinance of the City of Lakesite, Tennessee, making and fixing the annual appropriation of the several departments of the City for the fiscal year beginning July 1,2011 and ending June 30, 2012 and adopting the City budget by reference. Commissioner Boddy seconded the motion. During roll call vote all Commissioners voted aye and Ordinance 202 passed on first reading. Vice Mayor McPherson made a motion to pass Ordinance 203, the caption of which was read as follows: An Ordinance of the City of Lakesite, Tennessee, to provide for the general revenue thereof for the fiscal year 2011-2012 to be known as the General Revenue for said year. The tax rate will remain the same, $00.24 per $100 of assessed evaluation. Commissioner Burkett seconded the motion.
