MINUTES OF THE REGULAR STATED MEETING OF THE LAKESITE CITY COMMISSION APRIL 19, 2011Mayor Wilkerson called the meeting to order at 7:05 p.m. Commissioner Howell gave the Invocation. Vice Mayor McPherson led the Pledge of Allegiance. Roll was called with Mayor Wilkerson, Vice Mayor McPherson, Commissioner Burkett, Commissioner Boddy, Commissioner Howell, City Manager Edwards and City Attorney Elliott present. Commissioner Burkett made a motion to accept the minutes of the Regular Meeting and the Agenda Workshop Meeting, both held on March 15, 2011. Vice Mayor McPherson seconded the motion. All Commissioners voted aye and motion carried. Janice Atkinson, Hamilton County Sheriffs Department, gave the following report for March 2011: traffic citations 20, traffic warnings 38, traffic accidents 11, burglar alarms 10, watch 1, thefts 2, burglary 1, and 245 calls to service. Chief Brellenthin, Dallas Bay Volunteer Fire Department, gave the report for March 2011 as follows: building fires 4, trash fire 1, rescue/EMS 16, vehicle accidents with injuries 3, watercraft rescue 1, power line down 1, persons in distress 10, smoke/odor removal 1, and alarm malfunction 1 for a total of 38 calls. Chief Brellenthin reported that the rescue boat is back in service. They also plan to purchase a second vehicle in June to replace an older one. They would also like to purchase LED flood lights. Wayne Jones asked about zoning on Daisy Dallas and Hale Road and if the business there was in compliance. He was told they were not and will be asked to come in compliance in a time frame given them. Dan Bowers, Allied Arts President, explained the need for funding for their programs to provide arts for all children, seniors and special needs persons. The focus is on elementary children with artists in schools, field trips to plays, etc., art exhibits and other programs. They would like a partnership with Lakesite. Previously Chattanooga and Hamilton County, among others, provided funding, but they would like to include municipalities. 95% of the funding goes to the programs. Concerning the TVA park project, City Manager Edwards said the City could reopen the project (which had been suspended) with minimal expense within one year from now. Work done can be applied. Commissioner Burkett made a motion to set a time frame for revisiting the project to six months (October 2011). Commissioner Boddy seconded the motion. Vice Mayor McPherson said we could check on other funding and Mayor Wilkerson said in six months we could see what direction the park is taking. All Commissioners voted aye and motion carried. Mayor Wilkerson, Public Safety, said he will ask for extra police coverage a couple of weekends to help curb any thefts, curfew violators, etc. Vice Mayor McPherson, Public Utilities, said the WWTA will hold a meeting on April 20, 2011 Commissioner Boddy, Budget & Finance, said the Commissioners are now working on the budget for the 2011-2012 year. Commissioner Burkett, Public Works, said he has an update on pavement work and the recommendations. He said the street index is now 93-94. Mayor Wilkerson said our streets are in good shape and we have not had to increase taxes. Ordinance 200, An ordinance of the City of Lakesite, Tennessee, increasing estimated receipts and appropriations in EECBG Grant Fund in the amount of $88,915.00 for the fiscal year beginning July 1, 2010 and ending June 30, 2011 was deferred until the May meeting. The caption of Ordinance 201 was read as follows: An ordinance to amend the Lakesite Zoning Ordinance, as referenced in the Lakesite Municipal Code Title 14, Chapter 2, of the City of Lakesite in relation to Day Care Centers and Day Care Homes. Changes were made to the number of children allowed in day care and zones where they are allowed with special permits. Commissioner Howell made a motion to pass Ordinance 201. Vice Mayor McPherson seconded the motion. Roll call vote: All Commissioners voted aye and Ordinance 201 passed on first reading. Mayor Wilkerson said the Sheriff’s Department contract expires at the end of June and is renewable with no increase in cost. Commissioner Burkett made a motion to authorize Mayor Wilkerson to sign the contract with the Sheriff’s Department. Commissioner Howell seconded the motion. All Commissioners voted aye and motion carried. Mayor Wilkerson adjourned the meeting at 7:50 p.m. |
